Dr. Orkhan Valiyev, Ermenistan’da gerçekleştirilen 8. Avrupa Siyasi Topluluğu Zirvesi’nin önemini ve öne çıkan başlıklarını AA Analiz için kaleme aldı. 8. Avrupa Siyasi Topluluğu Zirvesi 4 Mayıs 2026’da Erivan’da başladı. Liderler düzeyinde geniş katılımla gerçekleşen Zirveye Cumhurbaşkanı Recep Tayyip Erdoğan’ı temsilen Cumhurbaşkanı Yardımcısı Cevdet Yılmaz katıldı. Yaklaşık yirmi yıllık bir süreden sonra bu Ermenistan’a Türkiye’den yapılmış en üst düzey ziyaret olarak tarihe geçti. Azerbaycan da Ermenistan’ın zirveye ev sahipliği yapmasına destek verirken; Ermenistan da Azerbaycan’ın 2028’de ev sahipliği yapmasını destekledi. Ermenistan Başbakanı Nikol Paşinyan ve Türkiye Cumhurbaşkanı Yardımcısı Cevdet Yılmaz zirve kapsamında bir araya geldi. Bu görüşmede, iki ülke arasında bulunan Ani Köprüsü’nün onarılması konusunda anlaşmaya varıldı. Türkiye’nin barış sürecindeki yaklaşımı ve tutumu da görüşmeye giden süreçte belirleyici bir rol oynadı. Nitekim Türkiye, Azerbaycan’ın toprak bütünlüğü talebine de önem vermektedir. Paşinyan’ın iktidara geliş süreci ve Başbakanlığı Ermeni siyasetinin bağımsızlık döneminde alışılagelmiş kalıpları yıkmıştır. Bu anlamda Paşinyan'ın son dönemde Azerbaycan ve Türkiye’ye yönelik izlediği politika, Rusya’nın ülkesindeki hakimiyetini dengelemeye yönelik adımları dikkat çekmektedir. Demografik ve ekonomik çıkmazda olan Ermenistan’ın bağımsızlık döneminde dünyaya açılmasına önemli katkı sunacak olan 8. Avrupa Siyasi Topluluğu Zirvesi'ne ev sahipliği yapması Ermenistan’ın normalleşmesine katkı olarak okunmakla beraber Rusya’dan kopuş olarak da yorumlanmaktadır. Nikol Paşinyan hükümeti sınır güvenliğini Rus unsurlarından devralmış olsa da, bankacılık ve demiryolları gibi stratejik alanlardaki Rus etkisi sürmektedir. Ayrıca Rus askeri üssünün varlığını koruması, Moskova’nın etkisini tamamen kaybetmediğini göstermektedir. Buna rağmen, Rusya’nın eski hâkimiyetini sürdürüp sürdüremeyeceği belirsizliğini korumaktadır. Fransa ve Birleşik Krallık dahil olmak üzere yaklaşık 50 ülke liderini Erivan’da toplayan Zirve, Ermenistan gibi Rusya’ya bağımlığıyla bilinen ülke için cesur bir adım olarak yorumlanabilir. Paşinyan bu anlamda ülkesini Rusya’ya olan bağımlılığından kurtarıp siyasi-ekonomik, askeri, teknolojik ilişkileri çeşitlendirmeye çalışmaktadır. Bununla beraber, Azerbaycan’la imzalanacak nihai barış anlaşmasının hem Ermenistan için hem de bölgede barış ve güvenliğin tesisi için belirleyici olacağı söylenebilir. Paşinyan bu anlamda yaptığı açılış konuşmasında 2028’deki zirve için Bakü’ye gidebileceğinin sinyalini verdi. Bu Paşinyan’ın seçimi kazanmayı ve barış anlaşmasını imzalamayı hedeflediğini göstermektedir. Paşinyan’ın seçimi kazandığı takdirde barış anlaşmasının imzalanması yönündeki anayasa engelinin kaldırılması ve Rusya bağımlılığının dengelenmesine yönelik politikalarına devam edeceği anlaşılmaktadır. Azerbaycan Cumhurbaşkanı İlham Aliyev, Avrupa Konseyi Başkanı António Costa’nın daveti üzerine toplantıya çevrim içi katılarak bir konuşma yaptı. Bu, bağımsızlık sonrası ilk üst düzey katılım olarak kayda geçti. Aliyev, barış süreci kapsamında Azerbaycan’ın Ermenistan’a yönelik transit kısıtlamalarını tek taraflı olarak kaldırdığını ifade etti. İlham Aliyev konuşmasında ‘Trump Koridoru’nun önemine de değindi. Koridorun hayata geçmesiyle Nahçıvan’ın Ankara ile bağlantısının güçleneceğini ve bu hattın Orta Koridor’un bir parçası hâline geleceğini ifade etti. Ayrıca Aliyev, barış sürecine yönelik tutumundan dolayı Avrupa Komisyonu’na teşekkür etti. Ancak Aliyev, Avrupa kurumlarının tamamının aynı politikayı izlemediğini belirtirken Zirve’den kısa süre önce Avrupa Parlamentosu (AP) ile Avrupa Konseyi Parlamenter Meclisi tarafından kabul edilen çelişkili kararlardan dolayı eleştirilerde bulundu. Bunun yanı sıra Azerbaycan’ın AP ile ilişkilerinin askıya alındığı ifade edildi. Azerbaycan’ın bu kararlardan duyduğu rahatsızlığın temel nedeni, işgale maruz kalan Azerbaycanlı kayıplara yönelik herhangi bir desteğin verilmemesi; buna karşılık Azerbaycan’ın Ermeni sivillere yönelik barışçıl tutumunun göz ardı edilmesidir. Zirveye ilişkin tutumu merakla beklenen Rusya tarafı, barış sürecine olumlu yaklaştığını belirtmekle birlikte, Kommersant [1] gazetesinde yer alan analizlerde, Aliyev’in konuşmasına atıfla Avrupa’nın süreci sabote ettiği yönünde değerlendirmelere yer verildi. Genel olarak Rusya [2] tarafından yapılan açıklamalarda barış sürecine ilişkin destek ifade edilirken Batı kurumlarıyla görüş ayrılıklarının olduğu belirtilmektedir. Azerbaycan barış sürecine engel olmaya çabalayan kesimlere rağmen barış gündemine sadık kaldığını ve Ermeni yetkililerin açıklamalarının da bunu gösterdiğini ifade etti. Dünya, modernitenin kurallara dayalı düzeninden, küresel nitelik arz eden “normsuzluk” [3] dönemine geçmiştir ve yeni bir düzenin tesisi için bir arayıştadır. Bu anlamda güçlü devlet yapılarının yanı sıra liderlerin etkin olduğu bir dönem yaşanmaktadır. Avrupa karşılaştığı liderlik eksikliğinden ötürü küresel düzenin şekillenişinde etkinliğini kaybetmiştir. Öyle ki Karabağ, Orta Doğu, Ukrayna, İran gibi stratejik konularda Avrupa sürece etki etme iradesi gösterememiştir. Brüksel Azerbaycan-Ermenistan barış görüşmelerine arabuluculuk yapmayı hedeflemiş olsa da Washington’da gerçekleşen zirveyle Trump hükümeti Güney Kafkasya’da barışın tesisine daha belirgin katkı sundu. Azerbaycan ve Türkiye’nin "Zengezur Koridoru" şeklinde adlandırdığı, Washington zirvesinde ise "Trump yolu" olarak adlandırılan koridorun hayata geçirilmesinde Avrupa ülkelerinin de rol oynadığı bilinmektedir. 8. Avrupa Siyasi Topluluğu Zirvesi'nin Erivan’da yapılması çeşitli hamlelerle bölgede varlığını göstermeye çalışan Avrupa’nın çabası olarak görülebilir. Zira Zirveye üye ülke liderlerinin yanı sıra Avrupa Güvenlik ve İşbirliği Teşkilatı (AGİT) ve NATO Genel Sekreteri'nin de dahil olduğu geniş katılım sağlandı. Ancak Avrupa Parlamentosu’nun barış görüşmeleri konusunda Azerbaycan’a karşı ikili bir tutum sergilemesi, Avrupa’nın İkinci Karabağ Savaşı’ndaki stratejik hatasından hâlâ ders çıkarmadığı yönünde endişe uyandırmaktadır.
