Major workplace pension reforms have been delayed after ministers published a revised timetable setting out when key changes are expected to be introduced.

Pensions minister Torsten Bell unveiled the updated roadmap during a speech at Mansion House, confirming that several important deadlines for private workplace pension reforms have been pushed back.


The announcement, made shortly before Andy Burnham formally became Prime Minister and Labour leader, marks one of the biggest overhauls of retirement savings policy in recent years.

Under the revised timetable, target dates for implementing the pension superfund regime, the Value for Money framework and guided retirement provisions have all been extended.

The roadmap was jointly produced by the Department for Work and Pensions (DWP), HM Treasury, the Financial Conduct Authority and The Pensions Regulator with the aim of tackling underperforming pension schemes and improving retirement savings for workers across the UK.

The DWP said the reforms are designed to work alongside other initiatives, including Pensions Dashboards and changes to non-advised defined contribution transfers, to deliver better outcomes for pension scheme members.

Officials also acknowledged further work will be required, saying the regulatory framework must continue to evolve to address governance challenges and manage risks created by greater market consolidation.

The DWP described the package as "an ambitious set of reforms, necessarily so to put the saver first and help ensure they get better value and more secure retirements".

It added: "The roadmap charts the direction and provides indicative timelines, representing our best estimates, with sufficient specificity to support good business planning."

The revised timetable indicates the Government is seeking to provide greater certainty for the pensions industry while recognising that extending deadlines could create further uncertainty around implementation.

PensionBee welcomed the reforms but warned ministers against allowing the revised timetable to lead to further delays.

Lisa Picardo, chief business officer UK at PensionBee, said: "Pension transfers have been broken for too long with savers being blocked from consolidating their own savings and optimising their own retirement outcomes by rules that were designed to protect them but have become a source of harm in their own right."

She added: "The DWP must ensure they are not replacing one form of delay with another."

The warning from the pensions industry highlights the pressure facing Mr Burnham and Mr Healey to deliver reforms that have already been delayed once under the updated roadmap.
