The directives include stricter monitoring of student spaces, faculty mentorship for newcomers, dedicated disciplinary officers, confidential complaint channels and mandatory adherence to UGC anti-ragging norms across all institutions. With thousands of freshers expected to join campuses in the coming weeks, the University of Delhi (DU) has asked all colleges, departments, hostels and affiliated institutions to reinforce campus safety by adopting stricter anti-ragging and disciplinary measures. The fresh directions are intended to create a secure and welcoming environment for students at the beginning of the 2026–27 academic session.The University has instructed institutions to improve monitoring across campuses, strengthen grievance redressal systems and ensure that students are aware of the consequences of ragging and other forms of misconduct.Colleges directed to strengthen discipline on campusIn its latest advisory, DU has asked every institution to establish an effective disciplinary structure capable of responding quickly to cases of indiscipline, harassment and violence. Colleges have also been encouraged to develop additional campus-specific rules wherever necessary to address local concerns, while remaining in line with the University's existing disciplinary framework.The University has emphasised that rules governing student conduct should be clearly communicated so that students understand the standards of behaviour expected from them throughout the academic year.Increased surveillance in student activity zonesTo minimise the risk of ragging and other undesirable incidents, institutions have been asked to closely monitor places where students frequently gather. Hostels, cafeterias, common rooms, parking areas and similar locations will receive special attention through regular surveillance and inspections.DU has also suggested the formation of vigilance teams, which may include student volunteers from organisations such as the NCC and NSS, to help maintain order and report any suspicious or inappropriate activities before they escalate.Dedicated official to oversee disciplinary coordinationAs part of the new measures, every college will nominate a Disciplinary Resource Person (DRP) who will act as the primary link between the institution and the University's Proctor's Office. The appointment is expected to improve coordination in handling disciplinary matters and ensure timely reporting of serious incidents.The University believes that having a designated officer at every institution will help standardise disciplinary procedures across campuses.Confidential reporting system for studentsRecognising that many students hesitate to report cases of harassment, the University has advised colleges to introduce confidential complaint mechanisms. Institutions have been asked to install sealed complaint boxes where students can submit grievances anonymously if they are uncomfortable reporting incidents publicly.The move is aimed at encouraging early reporting of ragging, bullying, harassment and other issues that could affect student safety.Identity verification and emergency support made a priorityThe University has reiterated that students should carry their identity cards whenever they are on campus. College authorities have been urged to monitor admission through appropriate identity checking to improve campus security.Further, authorities have been asked to make emergency contacts easily available on campus along with details of principals, wardens, members of disciplinary committees and the University Proctor in order to assist the students in seeking help when needed.Faculty mentoring recommended for first-year studentsApart from disciplinary action, DU has also stressed upon assisting new students in adjusting to university environment. It has been suggested that colleges conduct faculty mentoring programs under which professors will guide freshmen in adjusting themselves to campus life.It is hoped that such an approach will not only offer academic and psychological support to the students but will also ensure that they do not feel isolated, intimidated or ragged within the first few months of joining colleges.Reminder on UGC anti-ragging complianceThe University has once again reminded institutions that compliance with the University Grants Commission's anti-ragging regulations is mandatory. Colleges will be required to submit regular compliance reports, while students are expected to complete the mandatory anti-ragging undertaking through the national online portal.DU has also urged students to make use of the national anti-ragging helpline whenever necessary, reiterating that ragging is treated as a criminal offence and can lead to severe disciplinary as well as legal consequences.Safer campuses ahead of admissionsAs the admission cycle progresses, the University's latest directives underline its focus on prevention, awareness and accountability.
