Bosphorus'ta gerçekleştirilen Vizyon 100 İstanbul Zirvesi'nde yaptığı konuşmada, bu yıl zirvenin ana teması olarak belirlenen "Küresel Ekonominin Geleceği" başlığını son derece yerinde bulduğunu söyledi. İçinden geçilen dönemde küresel ekonominin, üretimden ticarete, finansmandan işgücü piyasalarına kadar köklü bir değişim sürecinden geçtiğini belirten Yılmaz, bu dönüşümün yönünü doğru okumanın, riskleri sağlıklı değerlendirmenin ve ortaya çıkan imkanları zamanında yakalayabilmenin tüm ülkeler ve firmalar için son derece belirleyici hale geldiğini ifade etti. Yılmaz, platformun, bu çerçevede yapılacak değerlendirmelerle güçlü bir perspektif ortaya koyacağına inandığını vurguladı. Normal zamanlarda dünyadaki ekonomi hiyerarşisinin değişmesinin kolay olmadığını dile getiren Yılmaz, "Normal zamanlarda herkes bir anlamda mevcut düzeni yeniden üretir. Ancak zor zamanlarda, dönüşümün, değişimin hızlandığı zamanlarda buna uygun hareket edebilenler, bunun gereklerini yapabilenler dünya ekonomik hiyerarşisinde konumlarını üst noktalara taşıyabilirler. Bu imkana sahiptirler. Ben de ülkemizin ve firmalarımızın bundan en üst düzeyde istifade edeceklerine inanıyorum." diye konuştu. Yılmaz, Türkiye'nin ekonomi alanında bu zamana kadar çok başarılar elde ettiğini, bundan sonra da dünyanın ve bölgenin zor şartlarını aşarak çok daha iyi bir noktaya geleceğine inandığını vurguladı. İçinden geçilen döneme bakıldığında, küresel ekonominin belki de son on yılların en karmaşık ve en kırılgan olduğu dönemde olduğuna işaret eden Yılmaz, "Bu süreçte sıradan bir konjonktürel dalgalanmanın ötesinde, küresel ekonomik mimarinin yeniden şekillendiği, yapısal birtakım dönüşümlerin yaşandığı tarihi eşikte olduğumuzu söyleyebilirim. Jeopolitik gerilimler derinleşirken ticaret düzeninin yeniden şekillendiği, yapay zekanın üretim ve emek piyasalarını dönüştürdüğü, iklim değişikliğinin ekonomik maliyetlerinin giderek somutlaştığı, demografik dönüşümün eş zamanlı baskı oluşturduğu bir eşikteyiz." ifadelerini kullandı. Yılmaz, özellikle son altı yılda küresel ekonominin ardışık şoklarla karşı karşıya kaldığını belirterek, pandemi sürecinde düşük maliyete odaklı küresel tedarik zincirinde ciddi kırılmalar meydana geldiğine işaret etti. Ardından gelen özellikle Rusya-Ukrayna Savaşı başta olmak üzere yaşanan jeopolitik gerilimlerin, enerji ve gıda güvenliğini ön plana çıkardığına dikkati çeken Yılmaz, "Bu gelişmelerin üzerine küresel ölçekte yaşanan enflasyon dalgası, para politikalarını sıkılaşmaya zorladı, böylece enflasyon ve büyüme arasında son derece hassas bir denge ortaya çıktı." değerlendirmesini yaptı. Yılmaz, küresel büyümenin bu gelişmelere paralel olarak hala dayanıklılık gösterdiğini, son üç yıla bakıldığında ortalama yüzde 3 civarında büyüme görüldüğünü kaydetti. Cumhurbaşkanı Yardımcısı Yılmaz, 2000-2019 döneminde bu oranın yüzde 3,7 olduğunu vurgulayarak, söz konusu yüzde 3'lük büyümenin tarihsel ortalamanın altında olduğunun altını çizdi. Yılmaz, küresel mal ve hizmet ticaretinin yıllık ortalama büyüme hızının 2000-2019 döneminde yüzde 4,8 olduğunu belirterek, 2020-2025 döneminde büyüme oranının yüzde 3'lere gerilediğini hatırlattı. Bölgede yaşanan gerilimlerin bu kırılgan yapıya yeni riskler eklediğini bildiren Yılmaz, "Orta Doğu'da yaşanan savaş, enerji fiyatlarından ulaşım maliyetlerine, finansal piyasalardan para politikası beklentilerine kadar geniş bir alanda etkisini hissettiriyor. Hürmüz Boğazı'nda yaşanan aksamalar petrol ve LNG arzını olumsuz etkileyerek enerji fiyatlarını yükseltmiş, artan güvenlik riskleri sigorta primlerini ve navlun maliyetlerini artırmıştır." şeklinde konuştu. Yılmaz, petrolün yüzde 20'sinin, sıvılaştırılmış gazın (LNG) yüzde 25'inin Hürmüz Boğazı'ndan dünyaya sevk edildiğini vurgulayarak, Boğaz'ın gübre gibi birtakım girdilerde önemli oranlarda rol oynadığını ifade etti. Türkiye'nin de bu süreçten etkilendiğini dile getiren Yılmaz, şunları söyledi: "Özellikle yükselen fiyatlar, enerji ithalatçısı olan ülkemizi etkiliyor. Ancak şunun da altını çizmek isterim, Türkiye bu süreçte arz problemi yaşamadı. En pahalı enerji olmayan enerjidir. Elbette fiyat etkisini yaşıyoruz ama son 23 yılda yaptığımız birtakım projelerle, attığımız adımlarla Türkiye tedarik sistemini çok çeşitlendirdi. Depolama kapasitesini arttırdı, yerli üretimini geliştirdi. Dolayısıyla bu süreçlerde bir arz problemi yaşamadık." Yılmaz, doğal gaz fiyatlarındaki yükselişin gübre maliyetleri üzerinden gıda fiyatları için yukarı yönlü risk oluştururken, bu gelişmelerin küresel enflasyon beklentilerini bozarak fiyatlar üzerinde ilave baskı meydana getirdiğini aktardı. Jeopolitik risk algısındaki artışın, risk primlerini ve borçlanma maliyetlerini yükselttiğini, finansal koşulları sıkılaştırdığını anlatan Yılmaz, "IMF'nin güncel tahminlerine göre, 2026 yılı küresel büyüme beklentisi yüzde 3,1. Enflasyon beklentisi ise 4,4 civarında. En olumsuz senaryo dediğimiz, kötümser senaryonun gerçekleşmesi halinde ise bu yıl büyümenin yüzde 2'ye gerilemesi, küresel enflasyonun ise yüzde 5,8'e kadar yükselmesi öngörülmekte." dedi. Yılmaz, tüm bu zorlu küresel konjonktürle birlikte küresel ekonomide üç temel dönüşüm sürecinin ön plana çıktığını gördüklerini aktararak, şöyle konuştu: "Birincisi, dijitalleşme. Dijitalleşme ve yapay zeka odaklı teknolojik dönüşüm, iklim değişikliğiyle mücadele ve yeşil dönüşüm ile çok taraflı ticaret sisteminin zayıflamasıyla birlikte artan jeopolitik bloklaşmalar. Burada da yapay zekanın ön plana çıktığını görüyoruz. Yapay zeka teknolojilerden bir teknoloji değil, yatay bir teknoloji. Dolayısıyla tüm alanları etkileyen, dönüştüren bir etkide bulunuyor. Kamudaki yönetişim yapılanmasından eğitime, sağlığa, endüstrideki dönüşüme varıncaya kadar birçok alanı köklü bir şekilde etkiliyor. Dolayısıyla üretim faktörleri arasındaki ilişkiler yeniden tanımlanıyor. Veri ve teknolojisi yoğun sektörlerin küresel ekonomideki payı artıyor. İkinci dönüşüm alanı, iklim değişikliğiyle mücadele ve yeşil dönüşüm. Düzenleyici çerçeveler ve sürdürülebilirlik standartları, üretim süreçlerini ve küresel ticaretin kurallarını yeniden şekillendirmekte. Üçüncü olarak, çok taraflı ticaret sisteminin zayıflaması, jeopolitik bloklaşma ve stratejik sektörlerde artan korumacılık eğilimleri, küresel ticaretin yapısını eskisine göre çok daha parçalı hale getirmiştir. Bu süreçte tedarik zincirlerinin yeniden yapılandırılması kritik önem kazanmış durumda. Kısa vadede maliyetleri artırsa da orta ve uzun vadede dayanıklılığı ön plana aldığımızı görüyoruz tüm dünya olarak. Sonuç olarak, bu eş zamanlı dönüşümlere uyum kapasitesinin artırılması, ülkelerin ve firmaların rekabet gücü açısından belirleyici hale gelmektedir." Böylesine kırılgan ve belirsizliklerin arttığı küresel ortamda, Türkiye ekonomisinin güçlü bir dayanıklılık ortaya koyduğunu ve birçok alanda pozitif ayrıştığını kaydeden Yılmaz, sözlerini şöyle sürdürdü: "Son dönemlerde uyguladığımız ekonomi programı sayesinde makroekonomik ve finansal istikrar belirgin şekilde güçlenmiş, ekonomimizin dış şoklara karşı direnci ciddi ölçüde artmıştır. Bunu son yıllardaki birçok şokta yaşadık. Pandemide, geçen yıl yaşanan İran-İsrail savaşında, bu yıl yaşadığımız süreçlerde, birçok alanda bu dayanıklılığını Türkiye ekonomisi ispat etti, testlerden geçti diyebiliriz. Elbette bunun geçici etkileri oldu, elbette yönetmemiz gereken birtakım riskler oldu ama sonuçta ekonomimiz yoluna devam ediyor." Yılmaz, 2020-2025 döneminde dünya ekonomisinin yüzde 19, Türkiye ekonomisinin yüzde 35 büyüme gerçekleştirdiğini belirtti. Cumhurbaşkanı Yardımcısı Yılmaz, 2025 yılında milli gelirin 1,6 trilyon dolara ulaştığını, kişi başı gelirin ise 18 bin doları aştığını kaydederek, "İlk defa Dünya Bankası sınıflandırmasına göre Türkiye orta gelirli ülkeler liginden yüksek gelirli ülkeler ligine adım atıyor bu sene. Bu anlamda kritik. Dolayısıyla sadece artık nicel büyümeleri değil, nitel gelişmeleri de çok dikkatle değerlendirmek durumundayız." şeklinde konuştu. Yılmaz, bu tablonun Türkiye'nin küresel dalgalanmalara rağmen büyüme kapasitesini koruduğunu ve güçlendirdiğini açık biçimde ortaya koyduğunu kaydetti. Cumhurbaşkanı Yardımcısı Yılmaz, güçlü makro zeminin üzerine kararlılıkla inşa edilen alanlardan birinin yatırım ortamı olduğunu belirterek, şöyle devam etti: "Çatışmalardan uzak, siyasi istikrarı ve politika öngörülebilirliği ile Türkiye bölgesinde adeta bir istikrar adası konumundadır ve 'güvenli liman' vasfıyla ortaya çıkmaktadır. Bugün Türkiye, Avrupa, Asya ve Afrika'nın kesişim noktasında yer alan, dinamik ve hızla büyüyen, yani 'dünyanın bağlantı noktası' konumunda olan bir ekonomidir. Bu çerçevede şunun altını tekrar çizmek istiyorum. Bölgemizde bu çatışmalar, bu istikrarsızlıklar var ama Türkiye Cumhuriyeti olarak biz bir taraftan caydırıcı gücümüzü arttırırken diğer taraftan diplomasiyi her halükarda savaşın, çatışmanın önüne koyuyoruz. Türkiye'yi bu ateş çemberinden koruyup istikrarlı şekilde gelişmesi için her türlü çabayı sarf ediyoruz." Yılmaz, Cumhurbaşkanı Recep Tayyip Erdoğan'ın geçen ay açıkladığı, Türkiye Yüzyılı Yatırım İçin Güçlü Merkez Programı'nın TBMM'ye sunulduğunu, Kurban Bayramı öncesinde Meclis'ten geçmesini beklediklerini söyledi. Bu program ile özellikle üretim ve ihracat odaklı firmalar için son derece rekabetçi bir vergi yapısı oluşturulacağını dile getiren Yılmaz, şunları kaydetti: "İhracat yapan imalatçı firmalar için kurumlar vergisini önemli ölçüde indirerek Türkiye'yi küresel ölçekte güçlü üretim üssü haline getirmeyi hedefliyoruz. Bu yapacağımız indirim bir taraftan sanayi kapasitemizi destekleyici, mevcut imalat sanayisini destekleyici, diğer taraftan da doğrudan uluslararası sermayeyi daha cezbedici bir nitelik arz ediyor. Yine transit ticaret anlamında çok güçlü avantajlar ortaya koyuyoruz. Türkiye dışında ülkeler arasında yapılan ticaretten elde edilen gelirlerin Türkiye'ye getirilmesi halinde bunlardan neredeyse hiç vergi alınmayacak bir yeni yaklaşım geliştiriyoruz. Hizmetler alanında hayata geçirdiğimiz 'Nitelikli Hizmet Merkezi' modeli ile de yüksek katma değerli hizmet ihracatına yeni bir ölçek kazandırmaya çalışıyoruz. Nitelikli insan kaynağını ülkemize çekmeye yönelik teşviklerle, Türkiye'yi yatırımcılar açısından üretim ve değer oluşturma bakımından çok daha güçlü bir merkez konumuna taşımayı hedefliyoruz." Yılmaz, İstanbul Finans Merkezi'ni küresel ölçekte etkin bir finans üssü olarak konumlandırma hedefi doğrultusunda, finansal piyasaların derinliğini arttırarak, uluslararası sermaye ile entegrasyonu güçlendirdiklerini sözlerine ekledi. Cumhurbaşkanı Yardımcısı Yılmaz'a konuşmasının ardından hediye verildi, program kapsamında aile fotoğrafı çektirildi. Program, konuşmaların ardından panellerle devam etti.
