Elles sont réparties en deux groupes de 4. Les deux premiers de chaque groupe se qualifient pour les demi-finales.
Le Sénégal, finaliste de la dernière édition, affrontera le Bénin en match d'ouverture. Pour sa première sortie, la Tanzanie, championne en titre, défiera la Zambie.
