القاضي بتحويل المكتب الوطني للهيدروكاربورات والمعادن إلى شركة مساهمة، في خطوة تندرج ضمن ورش إصلاح المؤسسات والمقاولات العمومية وتعزيز حكامة هذا الفاعل الاستراتيجي في قطاعي الطاقة والمعادن. وأكدت وزيرة الانتقال الطاقي والتنمية المستدامة ليلى بنعلي أن هذا المشروع يأتي في سياق تفعيل الرؤية الملكية لصاحب الجلالة محمد السادس، الرامية إلى إرساء إصلاح شامل وعميق للقطاع العام، بما يضمن مزيدا من النجاعة والانسجام في أداء المؤسسات العمومية. وأوضحت المسؤولة الحكومية أن النص يندرج ضمن تنزيل مقتضيات القانون الإطار 50.12 المتعلق بإصلاح المؤسسات والمقاولات العمومية، وكذا القانون 82.20 المحدث لـالوكالة الوطنية للتدبير الاستراتيجي لمساهمات الدولة، مبرزة أن هذا المشروع يشكل أول نص يصل إلى البرلمان ضمن حزمة واسعة تشمل عددا مهما من المؤسسات المعنية بالإصلاح. وأبرزت بنعلي أن تحويل المكتب إلى شركة مساهمة يروم إعادة تموقعه داخل الاقتصاد الوطني وتعزيز حضوره في سلسلة القيمة المرتبطة بالأنشطة المنجمية والطاقية، عبر تحسين الحكامة والرفع من الأداء والمردودية، بما يمكنه من الاضطلاع بدوره كرافعة للتنمية الاقتصادية والاجتماعية. وفي هذا السياق، أشارت إلى أن إصلاح الإطار المؤسساتي يظل من بين العوامل المؤثرة في تسريع إنجاز المشاريع الطاقية، خاصة تلك المرتبطة بالغاز الطبيعي والبنيات التحتية، لافتة إلى أن هذا الورش يحظى بدعم التوجيهات الملكية، لاسيما ما ورد في خطاب العرش لسنة 2020 الداعي إلى إصلاح عميق للقطاع العام. وشددت الوزيرة على أن هذا التحول لا يعني خوصصة المؤسسة، بل يندرج ضمن نموذج إصلاحي يروم تحديث بنيتها وتعزيز فعاليتها، مؤكدة أن المستفيد المباشر من هذا الورش سيكون عشرات الآلاف من الأسر والعاملين في القطاعات الإنتاجية المرتبطة بالموارد الطبيعية. وأضافت أن الحكومة حرصت، طيلة ثلاث سنوات من العمل على هذا المشروع، على ضمان حقوق الأجراء واستقرارهم المهني، مع توفير كافة الضمانات القانونية اللازمة، في إطار مواكبة مستمرة من الوكالة الوطنية للتدبير الاستراتيجي لمساهمات الدولة. كما أكدت أن خصوصية قطاعي المعادن والهيدروكاربورات تفرض اعتماد نماذج تدبير أكثر مرونة وقدرة على مواكبة رهانات الاستثمار والاستكشاف، مشيرة إلى أن هذا الإصلاح يتقاطع مع أوراش موازية تهم تحديث الإطار القانوني، ورقمنة
