Dr. Erhan Akkaş, BAE'nin OPEC'ten ayrılmasının arka planını ve ifade ettiklerini AA Analiz için kaleme aldı. 1960 yılında kurulan Petrol İhraç Eden Ülkeler Örgütü (OPEC), yalnızca bir enerji örgütü değil, aynı zamanda üye ülkelerin egemenlik ve güç arayışlarının bir aracıdır. Birleşik Arap Emirlikleri'nin (BAE) OPEC'ten ayrılık kararını ele alırken de kuruluşun bu çok yönlü amacını, ekonomik, siyasi, bölgesel ve küresel boyutlarıyla birlikte değerlendirmek gerekir. BAE, 1 Mayıs 2026 itibarıyla OPEC üyeliğinden ayrılacağını, üretim kapasitesinin altında kalmasına yol açan kotalardan kurtularak daha esnek üretim yapabilmek ve kapasite yatırımlarının karşılığını almak gibi ekonomik gerekçelerle açıklamıştır. Bu çerçevede uzun süredir günlük yaklaşık 3-3,5 milyon varil bandında üretimle sınırlı kalan ülke, mevcut kapasitesini önemli ölçüde artırmaya yönelik yatırımlar gerçekleştirmiş ve üretim potansiyelini 2027'ye kadar günlük 5 milyon varile yükseltmeyi hedeflemiştir [1]. Bu kararla birlikte mevcut kota üzerinde sahip olduğu üretim kapasitesini daha serbest biçimde kullanabilecektir. Ekonomik açıdan bakıldığında BAE, üretim kararlarını artık bir örgüt üzerinden değil, doğrudan ulusal önceliklerine göre belirlemek istemektedir. Petrol arzında meydana gelecek bir artışın, talep sabit kaldığı sürece fiyatları düşürücü etkisi olacağı açıktır. Bu durum üretici gelirlerini azaltabileceği gibi gelir kaybını telafi etmek için daha fazla üretmeye zorlanma baskısı da doğurabilir. Ancak burada belirleyici olan, OPEC+ ülkelerinin vereceği tepkidir; diğer üreticilerin arzı kısmaları durumunda fiyat düşüşü sınırlı kalacaktır. Bu durum petrol fiyatlarının yalnızca arz-talep dengesiyle değil, aynı zamanda siyasi koordinasyonla belirlendiğini ortaya koymaktadır. BAE'nin bu noktada yüksek petrol gelirlerinden kısa vadede feragat etme ihtimali, daha öngörülebilir ve kontrol edilebilir bir piyasa yapısı oluşturma arzusuyla açıklanabilir. Rantiyer ekonomik yapıların doğası gereği doğal kaynak fiyatlarındaki dalgalanmalar ülke ekonomilerini doğrudan etkilemekte ve yapısal kırılganlık yaratmaktadır. Bu bağlamda BAE'nin petrol piyasasındaki ağırlığı da dikkate alındığında, söz konusu kırılganlık daha belirgin hale gelmektedir. Nitekim Emirlikler, 2025 yılında günlük 3,1 milyon varil petrol üretimiyle OPEC'in dördüncü en büyük üreticisi, günlük 2,88 milyon varil ham petrol ihracatıyla ise üçüncü en büyük ihracatçısı konumundadır [2]. Bu büyüklük, BAE'nin kolektif kararların yarattığı belirsizlik yerine daha bağımsız ve istikrarlı bir politika seti oluşturmayı hedeflediğini göstermektedir. Siyasi açıdan bakıldığında ise bu kararın Körfez'de baskın güç konumundaki Suudi Arabistan'a karşı daha bağımsız bir duruş sergileme arzusunun bir yansıması olduğu da söylenebilir. Zamanlama açısından değerlendirildiğinde küresel petrol piyasasının jeopolitik riskler, özellikle İran'ın Hürmüz Boğazı üzerindeki etkisi ve talep belirsizlikleri nedeniyle dalgalı olduğu bir dönemde bu adımın atılması, BAE'nin kolektif mekanizmalardan ziyade hızlı ve özerk karar alma isteğini ortaya koymaktadır. Bölgesel açıdan Yemen, Libya, Doğu Akdeniz, İsrail ile ilişkiler ve Körfez içi ekonomik rekabet gibi alanlarda Suudi Arabistan ile yaşanan ayrışmaların bu kararda etkili olduğu söylenebilir. Küresel açıdan bakıldığında ise bu adım, ABD'nin petrol piyasasında daha belirleyici bir rol oynama isteğiyle örtüşebilecek bir gelişme olarak da değerlendirilebilir. Zira OPEC'in tarihsel olarak ABD etkisine karşı bir denge unsuru olduğu düşünüldüğünde, bu tür ayrışmalar küresel enerji yönetiminde yeni güç dengeleri yaratma potansiyeline sahiptir. BAE'nin kararının OPEC üyesi ülkeler üzerindeki yansımaları, örgüt içindeki güç dengeleri, karar alma süreçleri ve kolektif hareket kapasitesi üzerinden değerlendirilmelidir. 2025 yılı itibarıyla günlük yaklaşık 9,5 milyon varil ham petrol üretimiyle [3] Suudi Arabistan, hem örgüt içinde hem de bölgesel düzeyde baskın aktör konumundadır. Diğer üyelerin bu gelişmeden etkilenme biçimi ise farklılaşmaktadır. BAE'nin bu kararı, örgüt içindeki uyum ve disiplin açısından bir kırılma potansiyeli taşırken, Suudi Arabistan açısından yalnızca ekonomik sonuçlar doğurmakla kalmayıp aynı zamanda liderlik pozisyonuna yönelik dolaylı bir meydan okuma anlamına gelmektedir. Diğer OPEC üyeleri açısından ise bu gelişme, benzer ayrılıkların önünü açabilecek bir emsal oluşturma riski taşımakta ve örgütün kolektif karar alma kapasitesini zayıflatabilecek bir süreci tetikleyebilmektedir. Bu durum, OPEC'in geleneksel olarak sürdürdüğü koordinasyon mekanizmalarının sorgulanmasına ve üyeler arasında daha esnek, hatta zaman zaman uyumsuz politika tercihlerinin ortaya çıkmasına yol açabilir. Özellikle BAE'nin bağımsız üretim kararları ile OPEC'in kolektif dengeleme çabaları arasındaki uyumsuzluk, piyasalarda öngörülebilirliği azaltabilir ve petrol piyasasının daha parçalı, çok aktörlü bir yapıya evirilmesine neden olabilir. Bu bağlamda, Körfez'de daha önce yaşanan bir ayrılık örneği olarak Katar'ın 2019 yılında OPEC'ten ayrılması hatırlanabilir. Ancak Katar'ın ayrılığı büyük ölçüde Sıvılaştırılmış Doğal Gaz (LNG) odaklı ekonomik bir yeniden konumlanma ve dönemin bölgesel ambargo koşullarıyla şekillenmiş, dolayısıyla daha teknik ve ekonomik bir zemine oturmuştur. İki ayrılık benzer görünse de BAE'nin hamlesi motivasyon ve etki bakımından çok daha siyasi ve sistemik sonuçlar doğurma potansiyeline sahiptir. BAE'nin bundan sonraki süreçte petrol politikasını daha bağımsız, esnek ve ulusal jeoekonomik hedeflere dayalı bir şekilde yönetmesi muhtemeldir. Kota sınırlamalarından bağımsız hareket ederek üretim seviyelerini piyasa koşullarına göre belirleyebilir ve enerji politikasını dış politika aracı olarak daha etkin kullanabilir. Bu yaklaşım BAE'yi yalnızca bir petrol üreticisi olmaktan çıkararak enerji üzerinden stratejik güç projeksiyonu yapan bir aktör haline getirebilir. Genel olarak değerlendirildiğinde BAE'nin OPEC'ten ayrılması, ekonomik bir tercih olmanın ötesinde enerji egemenliği, bölgesel güç rekabeti ve küresel petrol piyasasının yeniden şekillenmesi bağlamında okunması gereken stratejik bir adımdır.
