Biological mom outraged after son six-year-old son drowned while in foster care

Xion Thomas, 6, died at Wood County Hospital after he was pulled from a swimming pool on July 30, leaving his mother demanding answers. The child had been placed with an out of network foster family after being in temporary care since November 2025. Thomas's mother, who asked 13 Action News to remain anonymous, said that she was following a case plan and visiting her four children weekly while working to bring them home. She told the network that she had informed caseworkers that Thomas could not swim and should not be near pools. 'I want to know what happened,' she told the outlet. 'How did he end up in the pool after I warned them? I warned them about my baby around swimming pools — and he still drowned in a swimming pool. That makes no sense to me.'   Two 911 calls were made from the Bowling Green home. In one, a dispatcher asked how long the child had been underwater. 'Probably like 10, 15 minutes,' the caller responded. His mother says she had warned the caseworkers that Xion could not swim and should not be near pools During a separate call, a woman performing CPR on Thomas told dispatchers: 'He was in the pool and he slipped under. We called 911.' The dispatcher confirmed that deputies, fire and Emergency Medical Services were all sent out to the scene. Thomas's mother said she rushed to Wood County Hospital after being informed about the incident, where she learned about her son's death from a nurse. 'I asked her if he was alright and she just told me he was gone,' she told the outlet. 'She told me he didn't make it and that they had been working on him for quite a while before he got to the hospital and when he got there, he didn't have a heartbeat.' She described Thomas as strong and responsible, saying he looked out after his siblings. He had just graduated kindergarten and had a newfound passion for soccer.  'I’m just going through it and then to still have to work the case plan to get my other babies back it’s just too much everything in me just wants to give up but I can’t because I have other kids to think about,' she wrote on her Facebook.  Xion's mother described him as strong and responsible, saying he looked out after his siblings Lucas County Children Services said in a statement that Xion was placed in a home operated by a private foster care agency due to the shortage of foster homes in the area and that supervision and management was the responsibility of that agency Cassie Ann Lambert, who says she is Thomas's cousin, posted on July 31 writing: 'Too many people have lost faith in a system that is supposed to put children first. 'When children are removed from their families in the name of safety, there is an expectation that every possible measure will be taken to protect them. When that trust is broken, there must be transparency and accountability.'  Lucas County Children Services said in a statement that Xion was placed in a home operated by a private foster care agency due to the shortage of foster homes in the area.  'The difference is that the assessment, management and supervision of these homes is the responsibility of the private provider, not Lucas County,' the statement said. 'In Xion’s case he was placed with a private provider due to the shortage of foster homes in Lucas County.' The statement continued to write that the organization will conduct an investigation into the circumstances of the case with the Wood County Sheriff’s Department. The Daily Mail reached out to the Wood County Sheriff's office for comment.
