"KOBİ'lere 'Yeşil' Destek" başlıklı dosyasının birinci haberinde, BAKA tarafından "Sosyal Kapsayıcı Yeşil Geçiş Kapsamında Gelecek için Üretimde Çevre Dostu Dönüşüm Destek Programı" kapsamında verilecek desteklere ilişkin bilgiler yer alıyor. Uluslararası İmar ve Kalkınma Bankası finansörlüğünde ve Bakanlığın uygulama birimi olduğu Türkiye Sosyal Kapsayıcı Yeşil Dönüşüm (SoGreen) Projesi kapsamında 400 milyon dolarlık finansman sağlanacak. Hazine ve Maliye Bakanlığı ile Dünya Bankası arasında 22 Ekim 2024'te imzalanan ikraz anlaşmasıyla hayata geçirilen proje çerçevesinde sağlanacak kaynak, kalkınma ajansları aracılığıyla 81 ilde uygulanacak kapsayıcı yeşil dönüşüm odaklı projelerde kullanılacak. Proje 7 yıl sürecek ve bu çerçevede mikro, küçük ve orta büyüklükteki işletmelerin yanı sıra birlik ve kooperatif gibi yapıların sürdürülebilir istihdam oluşturan ve ekonomik ve sosyal etkisi yüksek projeleri desteklenecek. Bu doğrultuda KOBİ'lere geri ödemeli finansman desteği sağlanacak, sürdürülebilirlik ve yeşil dönüşüm alanında ölçeklenme potansiyeli yüksek yenilikçi girişimlere ise hibe niteliğinde hızlandırma ve kuluçka destekleri verilecek. Ayrıca, istihdamı ve yeşil kalkınmayı desteklemek amacıyla yerel düzeyde kapsayıcı, çevre dostu ve yenilikçi altyapı yatırımları da önceliklendirilecek. BAKA tarafından, Antalya, Burdur, Isparta illerinde yerleşik KOBİ'lerin yeşil geçişe konu faaliyetlerine Türkiye Sosyal Kapsayıcı Yeşil Geçiş (SoGreen) Projesi kapsamında 320 milyon lira destek sağlanacak. Söz konusu illerde hayata geçirilecek yatırımlar için proje başına asgari 2,6 milyon lira azami 7,5 milyon lira destek verilmesi planlanıyor. Projeyle, başta kadınlar ve gençler olmak üzere, yeşil dönüşüm sürecinden etkilenebilecek kırılgan gruplara yönelik yeşil geçim kaynaklarının geliştirilmesi, yeni iş ve istihdam alanlarının oluşturulması ve sosyal kapsayıcılığın artırılması hedefleniyor. Bu kapsamda bölgede gıda, mermer, ağaç ve orman ürünleri ile mobilya sanayi, seracılık (örtü altı üretim) ve turizm sektörleri gibi alanlarda faaliyet gösteren KOBİ'lere destek aktarılacak. Projeyle, işletmelerin çevresel etkilerini ölçülebilir ve doğrulanabilir göstergeler üzerinden iyileştiren, üretim ve hizmet süreçlerinde kaynak verimliliği sağlayan, atık oluşumunu önleyen, yeniden kullanım ve geri dönüşümü esas alan döngüsel iş modellerine geçişi mümkün kılan yapısal dönüşümlerin desteklenmesi amaçlanıyor. Ayrıca, işletmelerin faaliyetlerinden kaynaklanan çevresel risklerin azaltılması, doğa ve ekosistemler üzerindeki olumsuz etkilerin önlenmesi ya da en aza indirilmesine yönelik yatırımlar da proje kapsamında desteklenecek. KOBİ'lere belirlenen önceliklere ilişkin yatırımları 6 ayı geri ödemesiz, azami 24 ay eşit taksitlerle geri ödemeli toplam 30 ay vadeli, herhangi bir faiz ya da kar payı olmaksızın destek sağlanacak. Proje faaliyetlerinin tamamının sözleşme tarihinden itibaren en geç 6 ay içinde tamamlanması gerekecek. Proje kapsamında belirlenen kriterleri sağlayan işletmelere değerlendirme sürecinde avantaj puan verilecek. Buna göre, kadınlar veya 18-35 yaş aralığındaki gençlerin sahip olduğu ya da yönettikleri KOBİ'ler ile yönetim kadrosunun yüzde 50'sinden fazlası kadınlardan veya gençlerden oluşan işletmeler öncelikli olarak değerlendirilecek. Ortaklık yapısına sahip KOBİ'lerde ise ortakların yüzde 50'sinden fazlasının kadınlara veya gençlere ait olması durumunda işletmeler avantajlı olacak. Ayrıca kadınlar, gençler ve diğer kırılgan gruplara yönelik yeni istihdam oluşturmayı hedefleyen projelere de ilave puan sağlanacak. Bölge planı ile bölgesel gelişmeye yönelik hazırlanan diğer strateji ve analiz raporlarında yeşil geçiş sürecinden daha fazla etkilenebileceği belirlenen il ve ilçelerde yürütülecek projelerin de destek sürecinde önceliklendirilecek. Öte yandan, işletmelerin personeline Kamu Gözetimi Kurumunca akredite edilen kuruluşlarca kurumsal sürdürülebilirlik raporlaması eğitimi aldırması da değerlendirme sürecinde avantaj sağlayacak. Desteklenecek projelerin Avrupa Birliği 2020 Yeşil Taksonomisi'nde yer alan çevresel hedeflerden en az birine katkı sağlaması önem taşıyor. Söz konusu hedefler arasında iklim değişikliğinin azaltılması, iklim değişikliğine uyum, su ve deniz kaynaklarının sürdürülebilir kullanımı ve korunması, döngüsel ekonomiye geçiş, kirliliğin önlenmesi ve kontrolü ile biyoçeşitlilik ve ekosistemlerin korunması ile restorasyonu yer alıyor.
