Enerji ve Tabii Kaynaklar Bakanı Alparslan Bayraktar, Ankara Valisi Yakup Canbolat, Enerji Piyasası Düzenleme Kurumu (EPDK) Başkanı Mustafa Yılmaz ve Kalyon Holding Yönetim Kurulu Başkanı Cemal Kalyoncu'nun da katıldığı törende konuşan Kacır, söz konusu stratejik yatırımın, yüksek verimli ve maliyet etkin kapasitesiyle Türkiye'yi enerjide tam bağımsızlık hedefine bir adım daha yaklaştıracağını söyledi. Kacır, küresel ölçekte kırılganlıkların arttığı, belirsizliklerin derinleştiği ve çatışmaların yaygınlaştığı bir dönemden geçildiğine dikkati çekerek, küreselleşme ve serbest ticaret yaklaşımlarının terk edildiğini dile getirdi. Dünyada kamu otoritelerinin stratejik gördükleri sektörleri korumak ve öz yeterliliği sağlamak için daha aktif, daha etkin sanayi politikası uyguladığına işaret eden Kacır, "Türkiye olarak bu büyük dönüşümün işaretlerini erken dönemde okumuştuk. Cumhurbaşkanı'mız Sayın Recep Tayyip Erdoğan'ın liderliğinde planlı sanayileşme hamlelerimizle, katma değerli üretimi önceleyerek, AR-GE kültürünün özel sektör firmalarımız tarafından benimsenmesini sağlayarak ve nitelikli insan kaynağına yatırım yaparak ülkemizi küresel üretimin merkez üsleri arasına taşıdık." diye konuştu. Kacır, imalat sanayisi katma değerini 23 yılda 41 milyar dolardan 246 milyar dolar düzeyine yükselttiklerini belirterek, güçlü üretim ve teknoloji geliştirme altyapısıyla milli gelirin 238 milyar dolardan 1 trilyon 600 milyar dolara çıktığını bildirdi. Kişi başına milli gelirin 18 bin doları aştığını hatırlatan Kacır, "Elde ettiğimiz tüm bu kazanımları sürdürülebilir kılmak, kritik ve stratejik tüm sektörlerde tam bağımsızlığımızı tahkim etmek öncelikli hedefimiz." ifadesini kullandı. Bakan Kacır, son yıllarda küresel tedarik zincirlerinde yaşanan kırılmaların, ülkelerin enerjide tam bağımsızlıklarını sağlamak için kaynak çeşitliliği önlemleri almalarını zorunlu hale getirdiğine işaret ederek, yakın coğrafyada giderek tırmanan çatışma ve kriz ortamının enerji arz güvenliği ve kaynak çeşitliliğinin önemini teyit ettiğini söyledi. Bölgede yaşanan gelişmelerin, enerji güvenliğinde hükümetin aldığı tedbirlerin ve çok boyutlu stratejilerin isabetli olduğunu bir kez daha kanıtladığını vurgulayan Kacır, şöyle devam etti: "İhracatının yüzde 40'tan fazlasını AB'ye gerçekleştiren bir ülke olarak AB Yeşil Mutabakatı'na uyumlu bir yeşil dönüşüm altyapısını ivedilikle tesis etmek, sürdürülebilir kalkınma adına öncelikli amaçlarımızdan biri. Yenilenebilir enerji kaynakları başta olmak üzere alternatif enerji kaynaklarının kullanımını yaygınlaştırmayı, yenilenebilir enerji teknolojilerinde kabiliyet setimizi genişletmeyi, enerjide yerli kaynakların kullanımı ve yeşil dönüşüm hedeflerimize erişimin anahtarı olarak görüyoruz. Sanayicilerimize öz tüketimlerini karşılamaları için yenilenebilir enerji yatırımı yapma imkanı sunuyoruz. Bu doğrultuda özellikle son yıllarda hayata geçirdiğimiz atılımlarla yenilenebilir enerji kaynaklarının toplam kurulu güçteki payı yüzde 62'nin üzerine çıktı. Güneş enerjisinde kurulu gücümüz 26 gigavata ulaştı. Bakanlık olarak 2012'den bu yana güneş santrali kurulumlarına yönelik teşviklerimizle 895 milyar liralık yatırımı destekledik." Kacır, Türkiye'nin, özellikle son yıllarda güneş paneli üretiminde büyük bir atılım yaparak Avrupa'da birinci, dünyada dördüncü konuma ulaştığını söyledi. Güneş paneli imalatı için 2012'den bu yana yatırım tutarı 151 milyar liraya ulaşan 134 proje için teşvik belgesi düzenlediklerini belirten Kacır, TÜBİTAK eliyle son 23 yılda güneş enerjisi alanında 756 projeye, 1397 bilim insanı ve gence 7 milyar lira destek verdiklerini dile getirdi. Kacır, son yıllarda yüksek teknoloji yatırımlarına öncelik veren ve kapsamlı destekler sunan yeni bir teşvik çerçevesi oluşturduklarına işaret ederek, "Cumhuriyet tarihinin en kapsamlı teşvik programı olan HIT-30'un ilk çağrı başlıkları arasında güneş hücresi üretimine yer verdik. Programda güneş hücresi üretiminde ingot dilimleme aşamasından başlayan yatırımlara kapsamlı destekler sunuyoruz. Başlanan yatırımlar da tamamlandığında ülkemiz en az 5 üretim tesisiyle yıllık 20 gigavatın üzerinde güneş hücresi üretim kapasitesine erişecek." diye konuştu. Söz konusu yatırımlarla sadece 2035'e kadar Türkiye'de kurulacak 55 gigavat büyüklüğündeki güneş santralleri için katma değerli üretim yapmakla yetinmeyeceklerini belirten Kacır, ABD ve Avrupa başta olmak üzere ihracat pazarlarında da önemli bir oyuncu haline geleceklerini ifade etti. Kacır, Kalyon PV tarafından hayata geçirilen G12R TOPCONPlus'ın, fotovoltaik hücrelerdeki kayıpları en aza indirerek çok daha yüksek enerji çıktısı almayı sağlayan bir teknolojiyi bünyesinde barındırdığına dikkati çekerek şunları kaydetti: "Bu yeni nesil teknoloji sadece sunduğu yüksek verimlilikle değil, zorlu çevresel koşullara karşı sergilediği üstün dayanıklılık ve uzun ömürlü performansıyla öne çıkıyor. Kalyon PV'nin toplam hücre üretim kapasitesi bu yatırımla birlikte 1 gigavattan 2,1 gigavata yükseliyor ve bu yatırım Milli Teknoloji Hamlemiz için büyük bir kazanıma dönüşüyor. Bu yolculukta inanıyorum ki bu yatırım önemli bir kilometre taşı olacak. Bu nedenle stratejik önemi haiz, yüksek teknoloji odaklı bu devasa yatırımı, Sayın Cumhurbaşkanı'mızın kararıyla proje bazlı devlet desteklerimizle destekledik. Bakanlık olarak bugüne dek olduğu gibi bundan sonra da ülkemizde güneş enerjisi gibi kritik tüm teknolojilerde AR-GE ve üretim kabiliyetlerini güçlendirecek her adımın destekçisi olmaya devam edeceğiz. Daha büyük, güçlü, tam bağımsız ve müreffeh Türkiye yolculuğunda müteşebbislerimizi tüm imkanlarımızla desteklemeye devam edeceğiz."
