Bakan Göktaş, 21 ülkeden bakanlar ve üst düzey politika yapıcıları başta olmak üzere, dünyanın dört bir yanından gelen katılımcılar, akademisyenler ve sivil toplum temsilcileriyle paneller, toplantılar ve ikili görüşmeler yaptıklarını söyledi. Dijital okuryazarlığı, teknoloji şirketlerinin sorumluluğunu ve hukuki-kurumsal çerçeveyi konuştuklarını belirten Göktaş, "Düzenlediğimiz oturumlarda, ülkelerin yasal düzenlemelerini ve uygulama tecrübelerini ele aldık. Hangi politikanın sonuç üretebileceğini birlikte değerlendirdik." diye konuştu. Göktaş, amacın çocuklara güvenli bir dijital ortam sunmak için uluslararası bir işbirliği zemini oluşturma olduğunu vurgulayarak "'Sorun nedir' demekten çok, 'devletler, uluslararası kuruluşlar ve kurumlar bu alanda nasıl ortak bir irade kurabilir' sorusuna cevap bulmaktı." ifadesini kullandı. "Dijital dünyanın, artık büyük-küçük hepimizin hayatının önemli bir parçası olduğu açıktır." diyen Göktaş, şunları kaydetti: "Politika yapıcılar olarak atacağımız her adımın bu ön kabullenmeyi içermesi gerekmektedir. Bu gerçek ışığında, başlangıç noktamız dijital dünyadan çocuklarımız için fırsatlar üretmesini beklemek olmalıdır. Dijital dünyanın çocuklarımızı tehdit üreten bir alana dönüşmesine seyirci kalamayız. Ancak çocukların dijital ortamlarda korunması bugün artık hiçbir ülkenin tek başına yönetebileceği bir alan değildir. Yaptığımız istişareler, çocuk haklarının dijital dünyada güvence altına alınmasının uluslararası işbirliği gerektiren bir sorumluluk alanı olduğunu göstermiştir." Türkiye'nin çocuk haklarının dijital çağın şartlarına uygun biçimde korunmasını devletin asli yükümlülüklerinden biri olarak kabul ettiğini söyleyen Göktaş, "Türkiye bu anlamda, Cumhurbaşkanımızın, Sayın Recep Tayyip Erdoğan'ın liderliğinde, bu alanda koruyucu-önleyici mekanizmaları güçlendiren ve uluslararası işbirliğini önemseyen kararlı bir politika çizgisi izlemektedir. Türkiye'nin sosyal medya düzenlemesi alanında öncü ülkeler arasında yer alması, bu kararlı politika çizgisinin somut göstergelerinden biridir." dedi. Bir yılı aşkın süredir üzerinde çalışılan, 15 yaş altındaki çocuklara yönelik sosyal medya düzenlemesinin, çocukların üstün yararını esas alan yeni bir çerçeve sunacağına inandığını kaydeden Mahinur Özdemir Göktaş, "Bu kapsamda sosyal ağ sağlayıcılara ve oyun platformlarına çocukların korunmasını esas alan yükümlülükler getiriyoruz. Türkiye, sahip olduğu tecrübe, uygulama kapasitesi ve politika birikimiyle, dijital dünyada çocuk haklarının korunması için uluslararası düzeyde öncü aktörlerden biri olmaya hazırdır." diye konuştu. Bu programın önemli adımlardan biri olduğuna inandığını söyleyen Göktaş, iki gün boyunca gerçekleştirilen panellerde ve toplantılarda ortaya çıkan temel tespitleri paylaştı. Bakan Göktaş, sözlerini şöyle sürdürdü: "Yapılan değerlendirmeler, bu alanda sorumluluğun açık, acil ve kaçınılmaz olduğunu göstermiştir. Devletler, teknoloji şirketleri, uluslararası kuruluşlar, okullar ve aileler çocukların dijital ortamlarda korunması konusunda kendi payına düşeni üstlenmek zorundadır. Çocukların güvenliği kadar sözü de bizim için esastır. Çocuklara dair her meselede, onların görüşünü dikkate alan bir anlayışı politikamızın ayrılmaz parçası olarak görüyoruz. Türkiye, bu yaklaşımı ulusal düzeyde güçlendiren ve uluslararası platformlarda savunan öncü ülkelerden biri olmaya kararlıdır. Diğer yandan çocukların çevrim içi zararları tanıması, bu risklerle karşılaştığında nasıl hareket edeceğini bilmesi ve haklarının farkında olması temel önceliklerimizden biri olmalıdır. Platformlar da, çocuk güvenliğini ikincil bir başlık gibi ele alamaz. Güvenlik odaklı tasarım, etkili içerik denetimi ve çocuk hakları etki değerlendirmesi artık zorunlu bir standarttır." Toplantıda öne çıkan bir diğer hususun, kurumsal kapasitenin güçlendirilmesi ihtiyacı olduğuna işaret eden Göktaş, "Eğitim, çocuk koruma, adalet, kolluk ve sağlık alanındaki profesyoneller, çevrim içi cinsel istismar ve zorbalıkla mücadelede daha güçlü desteklenmelidir. Ebeveynlerin güvenilir bilgiye erişimini artırmak, çocukların yaşına uygun ve güvenli dijital kullanımı için rehberlik mekanizmalarını güçlendirmek bu çabanın ayrılmaz parçasıdır. Hükümetler ve sivil toplum, çocuklar için risk oluşturan platformlara karşı daha etkili tedbirler geliştirmeli, çocuk haklarına saygılı dijital içerik ve uygulamaları teşvik etmelidir." ifadelerini kullandı. İki gün boyunca elde edilen bu çıktıların, önemli konuda istişareye duyulan ihtiyacı da tescillediğini ifade eden Göktaş, Bakanlığın, BM Genel Sekreterinin Çocuklara Yönelik Şiddetle Mücadele Özel Temsilciliği ve UNICEF'in toplantının ardından ortak bir bildiri yayımladığını söyleyerek "Bu bildirinin, giderek dijitalleşen bir dünyada çocukların güvenli ve emniyetli bir geleceğe kavuşmasına katkıda bulunmasını umuyoruz. Önümüzdeki dönemde, bu istişare mekanizmalarının, aynı kapsayıcılıkla devam etmesi gerektiğine inanıyorum." dedi.
