İki gün sürecek programla çocuklara güvenli dijital ortam sunmak için uluslararası bir işbirliği zemini oluşturmayı hedeflediklerini söyleyen Göktaş, UNICEF'e ve Birleşmiş Milletler Genel Sekreterliği Çocuklara Yönelik Şiddet Özel Temsilciliğine katkıları için teşekkür etti, Emine Erdoğan'a katılımlarından dolayı şükranlarını iletti. Göktaş, çocukların artık dijital dünyanın tam merkezinde büyüdüğünü vurgulayarak, şunları kaydetti: "UNICEF verilerine göre dünyada her yarım saniyede bir çocuk internetle tanışıyor. Çocuklar ekranlarla iç içe bir hayatın içinde yol alıyor. Bu yeni gerçeklik bize çok açık bir sorumluluk yüklüyor, çocuklarımızı dijital alanda kararlılıkla korumak. Dijital dünya büyük imkanlar sunuyor, evet. Bilgiye erişimi kolaylaştırıyor, evet. Öğrenme fırsatlarını çeşitlendiriyor, çocukların yeteneklerini görünür kılıyor. Fakat aynı alan zorbalık, istismar, bağımlılık, mahremiyet ihlali, zararlı içerik ve manipülasyon gibi çok katmanlı riskleri de beraberinde taşıyor. Bu riskler, çocuklarda kaygıyı artıran, yalnızlaşmayı derinleştiren ve depresif etkiler doğuran ağır sonuçlara yol açabiliyor. Öte yandan OECD bulguları, çocukların veri gizliliği ihlalleri, algoritmaların görünmez yönlendirmeleri ve hedefli reklamcılıkla da kuşatıldığını ortaya koyuyor." Deepfake gibi teknolojilerin, çocuk istismarının daha karmaşık ve tehlikeli biçimlerini ortaya koyduğuna işaret eden Göktaş, "Bu nedenle dijital ortamları sadece teknik bir gelişme alanı olarak değil, bir hukuk, etik, eğitim ve sosyal politika boyutlarıyla birlikte ele almak zorundayız. Çocuklarımızın dijital ortamlarda güvenliğini sağlamak yalnızca ulusal değil, küresel bir sorumluluktur. Göktaş, gelinen noktada koruyucu ve önleyici mekanizmaları güçlendiren bir çerçeveye her zamankinden daha fazla ihtiyaç duyulduğunu kaydederek, bu çerçevenin aileyi desteklemesi, okulu sürece dahil etmesi, dijital platformlara açık ve net sorumluluklar yüklemesi ve uluslararası işbirliğini güçlü şekilde sürdürmesi gerektiğini söyledi. Türkiye olarak çocukların dijital dünyada güven içinde var olmasını sosyal devlet anlayışlarının ayrılmaz bir parçası olarak gördüklerini ifade eden Göktaş, Cumhurbaşkanı Recep Tayyip Erdoğan'ın liderliğinde çocukların dijital ortamlarda korunmasını, aileyi ve toplumu güvence altına alan stratejik bir öncelik olarak ele aldıklarını aktardı. Göktaş, bu doğrultuda aile odaklı sosyal hizmet modellerini her geçen gün daha da güçlendirdiklerini dile getirerek, şöyle devam etti: "Farkındalık çalışmaları, rehberlik hizmetleri, kurumlar arası işbirliği ve koruyucu sosyal politika araçlarıyla bu alandaki kapasitemizi geliştirmeye devam ediyoruz. Şubat ayında yayımlanan Cumhurbaşkanlığı Genelgesiyle yürürlüğe giren Dijital Dünyada Çocukların Güçlendirilmesine Yönelik Eylem Planı bu konuda attığımız güçlü bir adımdır. İlk imzacısı olduğumuz Dijital Dünyada Çocuk Hakları Sözleşmesi ile de çocukların dijital haklarının korunmasında ulusal ve uluslararası düzeyde öncülük ediyoruz. Bunun yanı sıra çocuklarımıza daha güvenli bir dijital ortam sunmak amacıyla sosyal medya düzenlemesini önemli bir adım olarak görüyoruz. Ülkemize özgü bir model geliştirmek amacıyla bir yılı aşkın süredir yoğun bir çalışma yürüttük. Bu çalışmalar sonucunda 15 yaş altındaki çocuklara yönelik sosyal medya düzenlemesinin temel çerçevesini oluşturduk. Bu yeni düzenlemeyle sosyal ağ sağlayıcılara ve oyun platformlarına çocukların korunmasını esas alan yükümlülükler getiriyoruz. Ve şu anda parlamentomuzda bugün itibariyle gündeme alınan konulardan birisidir. İnşallah en yakın zamanda oylanır ve Türkiye'ye böyle bir kazanım kazandırırız. Öte yandan çocuk haklarının dijital mecralarda korunması gerektiğinin çocuklarımız da farkında. Çocuk Hakları Komitelerimiz kasım ayında hem yaşadıkları hem de beklentilerinden yola çıkarak bu konuda 17 maddelik bir bildiri hazırladı. Değerlendirmelerinde güvenli internetten sosyal medya kültürüne, aile desteğinden uluslararası işbirliklerine kadar pek çok başlık kapsamlı biçimde ele alınıyor. Bugün burada çocuklarımızın dijital dünyaya dair sözünü doğrudan duymayı bu programın en kıymetli kazanımlarından biri olarak görüyoruz. Çünkü çocukların sesi duyulmadan onlar için tasarlanan hiçbir politikanın tam anlamıyla başarılı olmayacağına inanıyoruz." Bakan Göktaş, Emine Erdoğan'ın, aile ve çocuk odaklı meselelerde ortaya koyduğu güçlü iradenin, bu alandaki çalışmalarına kıymetli bir istikamet kazandırdığını ifade ederek, "Çocuk haklarının, politikalarımızın öncelikli başlıklarından biri olarak ele alınmasında zatı alinizin desteği özel bir yer tutmaktadır. Sergilediğiniz öncü yaklaşım, çocuklarımızın sadece korunmasını değil, güven içinde gelişebilecekleri bir dijital medeniyet tasavvurunu da mümkün kılıyor. Burada ele aldığımız bu hayati meseleye gösterdiğiniz yakın ilgi ve himayeniz için şükranlarımı sunuyorum." dedi. Dijital dünyanın artık sınır tanımayan bir etki alanı olduğunun altını çizen Göktaş, bu nedenle çocukların dijital ortamlarda korunmasının hiçbir ülkenin kendi sınırları içinde tek başına çözebileceği bir mesele olmadığını kaydetti. Göktaş, karşı karşıya olunan tablonun, uluslararası toplumu ortak ilkeler etrafında buluşmaya mecbur bıraktığını dile getirerek, şunları söyledi: "Çünkü çocukların güvenliği, korunması gereken evrensel bir haktır. Bu durumda çocukların dijital güvenliği alanında güçlü bir hukuki zemin kurmak mecburiyetindeyiz. Aynı zamanda teknoloji yönetiminde şeffaflığı ve hesap verebilirliği hakim kılmalıyız. Eğitim ve dijital okuryazarlık politikalarını daha kararlı biçimde güçlendirmeliyiz. En önemlisi çocukların kendileriyle ilgili süreçlerde söz sahibi olmasını sağlamalıyız. İnanıyorum ki sizlerle kuracağımız bu ortak zemin daha güçlü politikaların, etkili denetim mekanizmalarının ve uluslararası işbirliklerinin önünü açacaktır.
