Verilere göre, Avro Bölgesi’nde üçüncü çeyrekte yüzde 88,4 olan kamu borcunun GSYH’ye oranı, son çeyrekte yüzde 87,8’e geriledi. AB’de de üçüncü çeyrekte yüzde 82 olan kamu borcunun GSYH’ye oranı, dördüncü çeyrekte yüzde 81,7’ye indi. Böylece, söz konusu dönemde toplam kamu borcu Avro Bölgesi’nde 13 trilyon 911 milyar avro, AB’de 15 trilyon 374 milyar avro seviyesinde gerçekleşti. AB üyesi ülkeler arasında geçen yılın son çeyreğinde kamu borcunun GSYH’ye oranının en yüksek olduğu ülke yüzde 146,1 ile Yunanistan oldu. Yunanistan’ı yüzde 137,1 ile İtalya, yüzde 115,6 ile Fransa, yüzde 107,9 ile Belçika ve yüzde 100,7 ile İspanya izledi. Söz konusu dönemde kamu borcunun GSYH’ye oranının en düşük olduğu ülkeler yüzde 24,1 ile Estonya, yüzde 26,5 ile Lüksemburg ve yüzde 29,9 ile Bulgaristan olarak belirlendi. AB’de üçüncü çeyrekte yüzde 3,1 olan bütçe açığının GSYH’ye oranı, son çeyrekte yüzde 3,2’ye çıktı. Avro Bölgesi’nde ise üçüncü çeyrekte yüzde 3,1 olan bütçe açığının GSYH’ye oranı yüzde 3’e indi. AB ülkeleri arasında son çeyrekte bütçe açığının en yüksek olduğu ülkeler yüzde 7,9 ile Romanya, yüzde 7,2 ile Slovakya, yüzde 7 ile Polonya, yüzde 5,7 ile Belçika, yüzde 4,4 ile Macaristan ve yüzde 4,1 ile Fransa oldu. AB kurallarına göre, normal şartlarda üye ülkelerin kamu borçlarının GSYH’lerinin yüzde 60’ını, bütçe açıklarının da GSYH’lerinin yüzde 3’ünü geçmemesi gerekiyor. Bu sınırların aşılması durumunda uygulanacak tedbirlerin AB Komisyonuna bildirilmesi ve gerekli önlemlerin alınması gerekiyor.
