Ataşehir Belediye Başkanı Onursal Adıgüzel, Başkan Yardımcıları Birkan Birol Yıldız, Orhan Aydoğdu ve Oğuz Kaya ile ilgili birim amirleri ve personelinin ihale, imar ve iskan işlemlerine ilişkin rüşvet aldıkları yönündeki ihbarlar üzerine "rüşvet", "suç işlemek amacıyla örgüt kurma, yönetme ve üye olma" ve "ihaleye fesat karıştırma" suçlarından başlatılan soruşturma kapsamında düzenlenen operasyonda gözaltına alınarak adliyeye sevk edilen 20 şüphelinin savcılık sorguları tamamlandı. Sulh ceza hakimliğine sevk edilen Onursal Adıgüzel, Oğuz Kaya, Orhan Aydoğdu, Birkan Birol Yıldız, Mürteza Kutluk, Alpay Arslan, Aysun Gökçen, Basri Onur Dedetaş, Gülbin Ergünay, Ezgi Nur Yılmaz, Aslı Sevinç Afat, Mehmet Yılmaz, Çağlar Kaya, Doğancan Topal, Mesut Bayram, Fatih Velioğlu, Haydar Battal, Murat Gerger ve Cengiz Gündoğan tutuklandı. Şüpheli Nimet Karademir ise adli kontrol şartıyla serbest bırakıldı. İstanbul Anadolu Cumhuriyet Başsavcılığınca, Ataşehir Belediye Başkanı Onursal Adıgüzel, Başkan Yardımcıları Birkan Birol Yıldız, Orhan Aydoğdu ve Oğuz Kaya ile ilgili birim amirleri ve personelinin ihale, imar ve iskan işlemlerine ilişkin rüşvet aldıkları yönündeki ihbarlar üzerine "rüşvet", "suç işlemek amacıyla örgüt kurma, yönetme ve üye olma" ve "ihaleye fesat karıştırma" suçlarından soruşturma başlatılmıştı. Soruşturma kapsamında şüphelilere ait MASAK raporları ve HTS kayıtları temin edilmiş, iskan ve yapı ruhsatı işlemlerinde rüşvet karşılığı işlem yapıldığı bulgusuna ulaşılmıştı. İstanbul Emniyet Müdürlüğü Mali Suçlarla Mücadele Şube Müdürlüğü tarafından yapılan çalışmalar neticesinde suçun unsurları ve organizasyon yapısı detaylı şekilde tespit edilmişti. İncelemelerde, Ataşehir Belediyesi sınırları içerisinde faaliyet gösteren firmalardan yapı ruhsatı ve iskan işlemleri karşılığında milyon dolarları bulan rüşvetler alındığı, bu süreçte ruhsat işlemlerinin rüşvet karşılığı gerçekleştirildiği belirlenmişti. Ayrıca belediye yetkilileri ile bazı firma sahiplerinin birlikte hareket ettikleri, rüşvet miktarlarının projelerin niteliğine göre belirlendiği ve alınan rüşvetlerin belediye içerisindeki konum ve yetkiye göre paylaştırıldığı saptanmıştı.
