والصناعة والخدمات … دفعة جديدة للدولة لإنعاش مؤسسات الاستثمار الجهوي A A A A Reset متابعة تستعد غرف التجارة والصناعة والخدمات بالمغرب لدخول مرحلة جديدة من الإصلاح، في ظل تحديات متزايدة تواجه تنفيذ مخططات التنمية الخاصة بها، وهو ما دفع الدولة إلى تبني مقاربة شاملة تروم إعادة تأهيل هذه المؤسسات وتعزيز نجاعتها كفاعل محوري في الاقتصاد الوطني. ويأتي هذا التوجه في سياق وعي متزايد بأهمية الأدوار الاستراتيجية التي تضطلع بها هذه الغرف، ليس فقط كهيئات تمثيلية للمقاولات، بل كرافعة حقيقية للاستثمار المنتج والتنمية الجهوية. غير أن الصعوبات التي اعترضت تنزيل عدد من المشاريع، سواء على مستوى الحكامة أو التنفيذ أو التمويل، كشفت عن الحاجة الملحة لإعادة النظر في آليات اشتغالها وتحيين نموذجها التدبيري. وفي هذا الإطار، تراهن السلطات العمومية على إطلاق عملية تقييم شاملة لأداء غرف التجارة والصناعة والخدمات، تروم تشخيص مكامن الخلل وتحديد الأولويات، تمهيداً لاعتماد إجراءات تصحيحية دقيقة ومواكبة تقنية موجهة. ويهدف هذا الورش الإصلاحي إلى تسريع وتيرة التحول المؤسساتي لهذه الهيئات، وتمكينها من أدوات حديثة في التدبير والتخطيط، بما ينسجم مع التحولات الاقتصادية التي تعرفها المملكة. كما يندرج هذا المسار في إطار تفعيل التوجيهات الملكية السامية التي شددت على ضرورة الارتقاء بأدوار هذه المؤسسات، وتحويلها إلى فاعلين ميدانيين قادرين على خلق فرص الشغل، ومواكبة النسيج المقاولاتي، خاصة المقاولات الصغرى والمتوسطة، إلى جانب الإسهام في تطوير الجاذبية الاقتصادية للجهات. وكانت غرف التجارة والصناعة والخدمات، إلى جانب فدراليتها، قد انخرطت منذ سنة 2018 في دينامية إصلاحية جديدة، من خلال اتفاقيات شراكة مع الدولة تحت إشراف وزارة الصناعة، رُصد لها غلاف مالي يناهز 452 مليون درهم. وقد استهدفت هذه البرامج تحديث أنظمة الحكامة، وتحسين جودة الخدمات المقدمة للمقاولات، فضلاً عن إطلاق مشاريع مهيكلة، من قبيل إحداث مناطق صناعية وفضاءات للمعارض ومراكز للأعمال. ورغم هذه الجهود، فإن وتيرة الإنجاز لم ترقَ إلى مستوى التطلعات، ما يفسر توجه الدولة اليوم نحو تعزيز المواكبة التقنية وتكثيف التنسيق مع مختلف المتدخلين، لضمان تحقيق الأهداف المسطرة وإعادة الثقة في أدوار هذه المؤسسات. ويراهن الفاعلون الاقتصاديون على أن تشكل هذه المرحلة نقطة تحول حقيقية في مسار إصلاح غرف التجارة والصناعة والخدمات، بما يمكنها من لعب دور أكثر فاعلية في تحفيز الاستثمار، ودعم المبادرة الخاصة، والمساهمة في تحقيق تنمية اقتصادية متوازنة ومستدامة على
