Rakamlardan bahsettiğimizde aslında gerçek kişilerden bahsediyoruz: anneler, çocuklar, nineler, dedeler. Tüm ailelerden bahsediyoruz. Gazze'de öldürülenlerin üçte ikisi çocuk ve kadın. Hiçbir ayrım gözetmeksizin insanları öldürüyorlar." diye konuştu. Karagöz, Gazze'nin tamamen yıkıma uğradığını belirterek, bölgenin yüzde 88'inin hasar gördüğünü, evlerin yüzde 92'sinin yok olduğunu ve Gazze'de "neredeyse ayakta kalan konut kalmadığını" ifade etti. Gazze'deki mezarlıkların dahi yıkıldığını aktaran Karagöz, tarihin silindiğini, ailelerin yok edildiğini ve bir şehrin mezarlıklarıyla birlikte haritadan silinmeye çalışıldığını söyledi. Küresel medyanın bu durum karşısında dengesiz olduğunu vurgulayan Karagöz, "Bu açık bir dengesizliktir. Habercilikte dengesizlik, gazetecilikte dengesizlik. İlginç bir çalışma var; Le Monde, BBC, Der Spiegel, The New York Times gibi mecralardan 50 bin haber makalesini analiz ettiler. İsrail anlatısı önemli ölçüde daha sık yer alıyor. Bu sürpriz değil. Dahası, New York Times başlıklarını kontrol ettiklerinde: 2023'ten 2025'e kadar 'İsrailliler'den yaklaşık bin 900 kez bahsedilirken, 'Filistinliler' yaklaşık 10 kez geçmiş. Filistin'den bahsetmek istemiyorlar. Bu başka bir stratejik ve editoryal seçimdir. 'Gazze' diyorlar ama 'Filistin' demek istemiyorlar." ifadelerini kullandı. Çifte standardın giderek derinleştiğini ve meselenin özünde dil kullanımının yer aldığını belirten Karagöz, İsrail saldırdığında kullanılan dilin son derece net olduğunu, "Hamas saldırısı", "militan" ve "katliam" gibi doğrudan ve spesifik ifadelerin tercih edildiğini söyledi. Karagöz, buna karşın Gazze'deki hastaneler vurulduğunda ise "patlama", "olay" ve "infilak" gibi belirsiz ifadelerin kullanıldığını bildirdi. Beraberinde getirdiği görseller üzerinden durumu anlatan Karagöz, şöyle konuştu: "Size çok çarpıcı bir kanıt göstereyim. Bu New York Times'tan. Önce şöyle dediler: "İsrail saldırısı hastanede yüzlerce kişiyi öldürdü." Burada bir aktör (yapan kişi) var ve "saldırı" kelimesini kullanıyorlar. Ama sonra aniden makaleye editoryal bir müdahale geliyor ve değiştiğini görüyoruz: "Saldırıda en az 500 ölü." Çok şükür hala "saldırı" kelimesi var ama aktör yok. Ve üçüncü versiyon, en çarpıcı olanı: "Gazze'deki hastane patlamasında en az 500 ölü." Aktörü tamamen çıkardılar. Cümleden, başlıktan aktörü çıkardığınızda, bu bir şeyi saklamaya çalışıyorsunuz demektir. Sonuç olarak küresel medya, özellikle Batı medyası, Gazze'de tamamen sınıfta kalmıştır. Bu, Batı medyasının açık bir iflasıdır. Dolayısıyla Batı medyasından hiç kimse bize nesnellik ve tarafsızlık dersi veremez." Çok dikkat çekici çalışmalar gerçekleştirdiklerine işaret eden Karagöz, ilk olarak üç kitap yayımladıklarını söyledi. Bunlardan birincisinin "Kanıt" adlı eser olduğunu ve Roma Statüsü'ne göre savaş suçlarına ilişkin delilleri içerdiğini ifade eden Karagöz, ikinci olarak yayımladıkları "Tanık" adlı kitapta yardım çalışanları ve gazeteciler gibi tanıkların yer aldığını, tanıkların hukuki davalar açısından büyük önem taşıdığını dile getirdi. Üçüncü kitabın ise "Sanık" adını taşıdığını belirten Karagöz, bu çalışmada tüm sanıkların kayıt altına alındığını kaydetti. "Bu 'Kanıt' kitabını bir zaman kapsülüne koyduk. Bazı özel kimyasallarla, epoksi kullandık. Bunu neden yaptık? Çünkü bu kanıtları sonsuza dek korumak istedik. En azından bu kitabı bir 500 yıl boyunca koruyabiliriz. Bu zaman kapsülünü dünyanın dört bir yanındaki 15 farklı yere gömeceğiz. Eğer medeniyet yok olursa, inanıyorum ki bugünden bin yıl sonra bazı araştırmacılar, bazı gelecek nesiller bu kitabı, savaş suçu kanıtlarını içeren bu zaman kapsülünü bulacaklar. Yani bu bizim insanlığa karşı sorumluluğumuzdur. Daha fazlasını yapmanız gerekir. İşte bu yüzden bunun için bir zaman kapsülü oluşturacağız. Eğer bir soykırım varsa ve siz bu soykırımı kaydetmek zorundaysanız, sadece bir gazeteci olarak kalamazsınız. Çünkü bu, insanlığa karşı bir sorumluluktur. Onu kaydetmeli ve sonrasında kayıtlarınızı sonsuza dek muhafaza etmelisiniz. İşte bu projeyi bu yüzden yaptık." Cumhurbaşkanlığı İletişim Başkan Yardımcısı Ferhat Pirinççi, stratejik anlatının gerçeklik ve etik ilkelerle çelişmek zorunda olmadığını, aksine bunların birlikte yürütülmesi gerektiğini belirtti. Pirinççi, "Türkiye İletişim Başkanlığı olarak, gerçeği savunurken aynı zamanda güçlü, tutarlı ve proaktif bir stratejik iletişim veya proaktif bir anlatı inşa etmeye çalışıyoruz. Çünkü özellikle son derece kutuplaşmış kriz zamanlarında halk daha savunmasız, daha hassas hale geliyor. Bu yüzden iletişimi toplumun tüm kesimleri için daha kapsayıcı, daha dengeli ve daha duyarlı hale getirmeye çalışıyoruz." dedi. Krize müdahalede en önemli dengenin hız ile koordinasyon arasında kurulduğunu vurgulayan Pirinççi, "Bir krize yanıt vermek için hızlı ama aynı zamanda doğru ve isabetli olmalıyız. Ve bu oyunda tek aktör biz değiliz. Birçok aktörümüz var. Örneğin Türkiye'nin konumunda, askeri veya sosyal içerikli bir olay birçok bakanlığı, valiliği ve benzer kurumları ilgilendiriyor. Bu nedenle koordinasyonu mümkün olduğunca sağlamalıyız, yanıtımızda mümkün olduğunca hızlı olmalıyız. Dolayısıyla bu; iyi yapılandırılmış, iyi koordine edilmiş ve iyi planlanmış bir yanıt olmalıdır." diye konuştu. Pirinççi, ABD-İsrail’in İran'a saldırısı öncesinde ve savaşın ilk aşamalarında Türkiye'ye yönelik olası mülteci akını konusunda kamuoyunda endişe oluştuğunu, bu süreçte Cumhurbaşkanı Recep Tayyip Erdoğan başta olmak üzere ilgili bakanlıklar ve valiliklerle koordinasyon mekanizması kurduklarını anlattı. Sınır bölgesinde gazetecilerin çalışmalarını kolaylaştırdıklarını belirten Pirinççi, Van Başkale sınır kapısında üç yüzden fazla uluslararası ve Türk gazetecinin bulunduğunu ifade ederek, günlük geçiş verilerinin kamuoyuyla paylaşılması sayesinde olası göç dalgasına ilişkin kaygıların giderildiğini söyledi. Devlet kurumlarının kamuoyunu etkilemekten çok bilgilendirmesi gerektiğini vurgulayan Pirinççi, bilgi eksikliğinin dezenformasyona alan açtığını söyledi. İletişim Başkanlığının standart uygulama prosedürleri ve erken uyarı sistemleri bulunduğunu aktaran Pirinççi, sosyal medya platformlarında yapay zeka destekli izleme mekanizmaları kullandıklarını, yerel olayların şehir ve ülke genelindeki etkilerini analiz ederek reaktif değil, önleyici bir yaklaşım benimsediklerini kaydetti. Pirinççi, Cumhurbaşkanlığı İletişim Başkanlığının Münih Güvenlik Konferansı ve SETA ile ortak bir etkinlik düzenleyeceğini belirterek, NATO'nun bu yıl kamu diplomasisi forumunu gerçekleştirmeyecek olması nedeniyle zirveyle eş zamanlı alternatif bir kamu diplomasisi forumunun hayata geçirileceğini söyledi. İletişim Başkanlığının yalnızca Türkiye'de değil, farklı NATO ülkelerinde de çeşitli etkinlikler planladığını aktaran Pirinççi, bu başlığın kurumun gündeminde bulunduğunu ve hazırlıkların şimdiden yapıldığını ifade etti. Birleşmiş Milletler Çevre Programı New York Ofisi Direktörü Jamil Ahmad ise çevre ve iklim krizine karşı mücadelenin aciliyet taşıdığına ve etkili bir iletişim yaklaşımının da kritik olduğunu vurguladı. Birleşmiş Milletler'in iletişimi çok katmanlı bir stratejik ekosistem üzerinden yürüttüğünü belirten Ahmad, bu yapının bilimsel kanıt üretiminden politika geliştirmeye, oradan da kamuoyunun bilgilendirilmesine kadar uzanan geniş bir süreci kapsadığını söyledi. TÜBİTAK Bilim Diplomasisi ve Arabuluculuk Alanında Misafir Seçkin Profesör Nancy Snow, günümüzde "bilgi", "propaganda" ve "gerçeklik" arasındaki sınırların giderek daha karmaşık hale geldiğini söyledi. Günümüzde medya ortamının dönüşümüne değinen Snow, özellikle sosyal medya ve kısa format içeriklerin küresel algı üzerindeki etkisine işaret ederek, bazı genç aktörlerin dijital platformları kullanarak geleneksel siyasi iletişim kalıplarını etkileyebildiğini söyledi. Devletlerin kamu diplomasisine büyük yatırımlar yaptığını belirten Snow, buna rağmen liderlerin doğrudan iletişimlerinin küresel bilgi akışında baskın hale geldiğini, bu durumun da karşı anlatı üretimini hem kolaylaştırdığını hem de dönüştürdüğünü ifade etti. Middle East Eye Kurucu Ortağı ve Eş-Editörü David Hearst, stratejik mesajların kamuoyunun bilgi akışına "zehirli bir unsur" gibi karıştığını belirterek, bunun özellikle ana akım medyaya duyulan güveni zayıflattığını söyledi. Hearst, İsrail'in özellikle ABD kamuoyundaki etki gücünü kaybetmesinde bu güven erozyonunun önemli bir rol oynadığını ifade etti. İsrail'in uzun yıllardır sürdürdüğü "ahlaki dava" ve "güvenlik devleti" anlatısının, özellikle sosyal medya çağında gerçek zamanlı görüntülerle zayıfladığını belirten Hearst, bu durumun kamuoyu algısını değiştirdiğini ifade etti. Hearst, ana akım medyaya yönelik güven kaybının ise yalnızca siyasi değil, aynı zamanda editoryal ve kurumsal sorunlardan da kaynaklandığını sözlerine ekledi.
