Chris Philp has branded Andy Burnham's remarks "absolutely disgraceful" after suggesting illegal migrants will have to be housed in all areas of the country.
Speaking to GB News, the Shadow Home Secretary argued allowing "everyone to suffer" is "not the solution" to the migrant crisis.
In an exclusive interview, Mr Burnham suggested wealthier areas of the UK must "play their part" in taking on hundreds of asylum seekers in their communities.
He told Christopher Hope: "We cannot have a situation where it's only the poorest communities in the country that receive all of the dispersal of refugees and asylum seekers.
"I do believe all parts of the country need to work, to play their part. It's a challenging issue."
Taking aim at the Prime Minister, Mr Philp told the People's Channel: "It's absolutely disgraceful that Andy Burnham seems to think the solution to this is to spread the illegal immigrants around the country, so everybody suffers with these mostly young men living in their neighbourhood.
"That is not the solution. That is Andy Burnham's job as Prime Minister, to protect our borders."
Mr Philp argued all illegal migrants that arrive in the UK should be "deported back to their country of origin".
He said: "He should be insisting that the French stop these embarkations, which we're paying them to do.
"And any migrants who do arrive in the UK should be immediately deported back to their country of origin with no legal aid, no court process, no asylum claim, no messing around, no nothing."
The Tory MP argued the UK must "leave the ECHR" in order to implement any effective deterrent to illegal migration.
He told Britain's News Channel "We will need to leave the ECHR, the European Convention on Human Rights, that is the Conservative policy.

"And if Andy Burnham was serious, he would adopt that policy, not tell the British public that every community in the country has to accept young male illegal immigrants who don't speak English.
"Most are often very aggressive, many of whom have also gone on to commit serious criminal offences, including murder and many, many rapes."
Mr Philp made clear: "No community should have to put up with that. These illegal immigrants should be deported.
"It's Andy Burnham's job to do that, but he's failing to do it. He's failing even to recognise that it's his job, which is even worse."
Mr Burnham said he is "completely focussed" on the issue of illegal migration and there is already "real progress to report".
He said: "It would be wrong, I think, for me to make a prediction now based on a timeline. I can only promise to people what I know I can do and what I know I can deliver, and that is a relentless focus on this issue to deal with the public concern.
"I heard it on doorstep after doorstep in Makerfield, and I said to the people there and I say it to the country 'I hear what you say'.
"I will be completely focused on the issue. There are more measures that we're bringing through, but crossings are down, immigration is down. There is real progress to report."
