üretim fazının ana yüklenicisi BMC'de bir dönem genel müdürlük yapan OYAK Genel Müdürü Murat Yalçıntaş, tecrübelerinden yola çıkarak "Yeni Altay'ın Bilinmeyen Hikayesi" kitabını kaleme aldı. Yalçıntaş, deneyimleri, Türk savunma sanayisinin gelişimi ve OYAK'ta yürüttükleri çalışmalara ilişkin AA muhabirine açıklamalarda bulundu. Kitabın arkasındaki temel motivasyonun yalnızca kişisel bir anlatı oluşturmak olmadığını belirten Yalçıntaş, savunma sanayisindeki kurumsal hafızanın korunmasının hayati önem taşıdığına işaret etti. Yalçıntaş, bu süreci şu sözlerle anlattı: "Bu kitabı yazmaya başladığımda temel hedef şuydu: 2000'li yılların başından beri savunma sanayisinde binlerce mühendisin, ustanın, iş adamının, bürokratın ve siyasetçinin emekleri var. Bu emeklerin unutulmamasını istedim ve tarihe geçmesini istedim. Ülkeler bilgi birikimini ancak bilgiyi nesilden nesle aktararak yaparlar. Eğer bu bilgi aktarımı olmazsa her gelen nesil sıfırdan başlamak zorunda kalır. Bu özellikle savunma sanayisi projeleri için geçerli. Eğer yaşananlar tarafsız ve gerçek şekilde aktarılabilirse arkadan gelenler aynı hataları yapmazlar ve doğru yapılanları daha hızlı uygularlar." ALTAY Tankı Projesi'nin kamuoyunda en çok motor konusu üzerinden tartışıldığını ancak asıl kritik değişimin daha derinde yaşandığına işaret eden Yalçıntaş, Türkiye'nin savunma anlayışında yaşanan zihinsel dönüşüme ilişkin şu değerlendirmelerde bulundu: "Kamuoyu bu projedeki en kritik kırılma noktasının motorun bulunamaması olduğunu düşündü. Bir noktaya kadar doğru ama bence bundan daha önemli bir nokta vardı. O da şuydu: Artık temel amaç bir platformu satın almak değil, Türk Silahlı Kuvvetlerinin ihtiyaçlarına göre o platformu tasarlamaktı. Herhangi bir platformu yurt dışından satın alabilirsiniz ama bu hiçbir zaman Türk Silahlı Kuvvetlerinin ihtiyaçlarını tam olarak karşılamaz. ALTAY Projesi bize şunu öğretti: Türkiye'nin şartlarına göre geliştirilmiş platformlar üretmek zorundayız." Bugün yürütülen yeni projelerin büyük bölümünün milli tasarım anlayışıyla geliştirildiğini dile getiren Yalçıntaş, bu dönüşümün ALTAY Projesi ile hız kazandığını ifade etti. Projenin Türkiye'nin savunma sanayisindeki konumunu değiştirdiğini aktaran Yalçıntaş, şunları kaydetti: "Türkiye artık yurt dışından hazır silah sistemleri alan bir ülke olmaktan çıkmış, kendi silah sistemlerini tasarlayan ve bunları milli ve yerli imkanlarla üretebilen bir ülke haline gelmiştir. ALTAY Tankı Projesi bu gerçeği hem Türk kamuoyuna hem de dünyaya gösterdi. Prototipler üretilirken güç grubunun yurt dışından alınacağı düşünülmüştü. Ancak seri üretim aşamasına gelindiğinde bu parçalar verilmedi ve seri üretim durdu. O zaman anladık ki kritik alt sistemleri kendimiz geliştirmeliyiz. Bu yüzden ALTAY Tankı'nın motorunu, yani BATU’yu Türkiye olarak milli şekilde geliştirdik ve üretmeye başladık." Türkiye'de savunma sanayinin stratejik bir alan olduğunu vurgulayan Murat Yalçıntaş, OYAK'ın gelecekte savunma alanında doğrudan rekabet yerine tamamlayıcı rol üstleneceğini söyledi. Yalçıntaş, "OYAK’a baktığınız zaman yaklaşık 143 şirketiyle Türkiye'nin en büyük sanayi gruplarından biridir. Böyle bir yapının savunma sanayisine bigane kalması düşünülemez. Ancak kaynakların doğru yönlendirilmesi gerekir." dedi. Bu çerçevede OYAK'ın özellikle çift kullanımlı teknolojilere odaklandığını, yüksek kaliteli çelik üretiminin buna önemli bir örnek olduğunu bildiren Yalçıntaş, şöyle devam etti: "OYAK'ı çift kullanımlı projelerde yoğunlaştırıyoruz, bu şekilde savunma sanayisine hizmet ediyoruz. Çalışmalarımızı hem sivil hem askeri alanda kullanılabilecek ürünlerde konumlandırdık. Örneğin üstün vasıflı çelik üretimi bu alanın en güzel örneklerinden biridir. Bu çelik hem madencilikte hem de askeri sektörde, yani zırh çeliği olarak kullanılabiliyor. Türk savunma sanayisinin birçok kıymetli vakıf şirketi bu alanda gerekli AR-GE çalışmalarını yapıyor. OYAK'ın aynı alanlarda rekabete girmesi doğru değildir. Bu kaynakların kötü yönetilmesi olur. Bizim yaklaşımımız tamamlayıcı olmak." Savunma sanayisinin kamuoyuna doğru anlatılmasının önemine de değinen Yalçıntaş, nitelikli insan kaynağının sektöre kazandırılmasında medyanın kritik rol oynadığını belirterek, şu değerlendirmelerde bulundu: "Yöneticilik yaparken şunu çok net gözlemledim: Bir şeyi başarmak kadar önemli olan şey, yaptığınız işi doğru şekilde kamuoyuna anlatmaktır. Savunma sektörünün önemi gençlere iyi anlatılmazsa bu arkadaşlarımız başka sektörlere yönelir. Halbuki savunma sanayisinin ihtiyaç duyduğu kaliteli insan gücünü ancak bu alanın önemini anlatarak sağlayabiliriz."
