الإسباني.. نموذج متقدم لمواجهة التهديدات الإرهابية العابرة للحدود A A A A Reset إكسبريس تيفي: مصطفى الفيلالي يشهد التعاون الأمني بين المغرب وإسبانيا تطوراً لافتاً خلال السنوات الأخيرة، في ظل تصاعد التهديدات المرتبطة بالشبكات المتطرفة العابرة للحدود. ووفق معطيات أوردتها وكالة الأنباء الإسبانية “إيفي”، فقد أسفر هذا التنسيق الثنائي منذ سنة 2015 عن توقيف أكثر من 150 عنصراً متطرفاً، في إطار عمليات مشتركة استهدفت تفكيك خلايا تنشط بين ضفتي البحر الأبيض المتوسط. وتعكس هذه الحصيلة تحول الشراكة الأمنية بين الرباط ومدريد إلى آلية دائمة قائمة على تبادل المعلومات الاستخباراتية والتنسيق الميداني، بعدما كانت في السابق مرتبطة بسياقات ظرفية. وقد مكّن هذا التعاون من تفكيك أكثر من 30 خلية إرهابية، وإحباط مخططات كانت تستهدف تنفيذ هجمات في كلا البلدين. وفي هذا السياق، برزت العملية الأمنية التي نُفذت في 25 مارس كأحد أبرز نماذج هذا التنسيق، حيث أسفرت عن توقيف عنصرين بمدينة طنجة، بالتوازي مع اعتقال المشتبه فيه الرئيسي في جزيرة مايوركا الإسبانية، في تدخل أمني مشترك يعكس سرعة تبادل المعلومات ونجاعة التحرك الميداني. وبحسب المصدر ذاته، فإن الخلية المفككة كانت متورطة في تقديم دعم مالي ولوجستي لمقاتلين تابعين لتنظيم الدولة الإسلامية في الصومال، كما كانت بصدد الإعداد لتنفيذ هجوم داخل التراب الإسباني. ويشير ذلك إلى تحول بعض هذه الشبكات من أدوار الدعم غير المباشر إلى التخطيط العملياتي المباشر. وكشفت التحقيقات عن بنية تنظيمية معقدة، حيث اضطلع أحد الموقوفين في طنجة بدور الوسيط المالي بين زعيم الشبكة وعائلات المقاتلين في الصومال، متأثراً بالدعاية المتطرفة، فيما انتقل عنصر آخر من تبني فكر “جبهة النصرة” إلى أيديولوجية تنظيم الدولة الإسلامية، ما يعكس دينامية التحولات داخل هذه التنظيمات. أما المشتبه فيه الذي جرى توقيفه في إسبانيا، فيُعد العنصر الأكثر خطورة، إذ كان يشرف على التخطيط للهجوم المرتقب، إلى جانب إدارة شبكات تحويل الأموال، ما يبرز تداخل الأدوار بين القيادة الميدانية والدعم اللوجستي داخل هذه الخلايا. وبالأرقام، تشير المعطيات إلى توقيف 153 شخصاً منذ 2015، من بينهم 84 في إسبانيا و69 في المغرب، وهو ما يعكس الطابع العابر للحدود لهذا التهديد، إضافة إلى تنوع جنسيات العناصر المتورطة، بين مغاربة وإسبان وأجانب، ضمن شبكات تجنيد متعددة تعتمد بشكل متزايد على الفضاء الرقمي ووسائل التمويل غير النظامي. كما تسجل هذه الحصيلة عمليات نوعية سابقة، من بينها تفكيك خلية موالية لتنظيم الدولة الإسلامية سنة 2017، وعملية أخرى سنة 2019 استهدفت شبكة كانت تخطط لصناعة متفجرات، فضلاً عن عملية سنة 2024 أسفرت عن توقيف تسعة عناصر موزعين بين شمال المغرب ومدن إسبانية. ورغم هذه النجاحات، تحذر التقديرات الأمنية من استمرار التهديد، في ظل وجود أكثر من مائة مقاتل مغربي ينشطون في مناطق الساحل الإفريقي والصومال، إلى جانب استمرار نشاط خلايا الدعم في إسبانيا، خاصة في مجالات التمويل والتجنيد. ويؤكد خبراء أن المقاربة المعتمدة من قبل البلدين ترتكز على العمل الاستباقي، من خلال تسريع تبادل المعلومات وفتح تحقيقات مشتركة فور رصد أي نشاط مشبوه، وهو ما ساهم في تقليص هامش تحرك هذه الشبكات وتعطيل مخططاتها قبل التنفيذ. في المحصلة، يعكس التعاون المغربي الإسباني نموذجاً متقدماً في التنسيق الأمني الإقليمي، حيث لم يعد مجرد خيار مرحلي، بل أصبح ركيزة أساسية في مواجهة التهديدات الإرهابية وتعزيز الاستقرار في منطقة غرب المتوسط.
