المغرب يشدد العقوبات على ملوّثي المياه بمخلفات معاصر الزيتون

صادقت السلطات المغربية على تفعيل مقتضيات قانونية صارمة لمواجهة تلويث الموارد المائية بمخلفات معاصر الزيتون، في إطار تعزيز حماية المياه وضمان استدامتها وجودتها، خصوصاً في المناطق التي تعرف انتشار هذا النشاط الفلاحي.


ويُعد صبّ مخلفات عصر الزيتون، المعروفة بـ"المرج"، في الأنهار والفرشات المائية من أبرز المخالفات المستهدفة، نظراً لما تسببه من أضرار بيئية، من بينها انخفاض نسبة الأكسجين في المياه، والإضرار بالكائنات الحية، وجعل المياه غير صالحة للشرب أو للاستعمال الزراعي.


وأسند القانون رقم 36.15 المتعلق بالماء مهمة مراقبة هذه المخالفات إلى "شرطة المياه"، التي تضم أعواناً تابعين للسلطات المختصة ووكالات الأحواض المائية، حيث تعمل على رصد التجاوزات وتحرير محاضر قانونية في حق المخالفين وفق المساطر الجاري بها العمل.


وتتراوح العقوبات المنصوص عليها بين الحبس والغرامات المالية، إذ قد تصل إلى السجن من سنة إلى ثلاث سنوات وغرامات تصل إلى 500 ألف درهم في الحالات الخطيرة، مع إمكانية فرض غرامات إضافية على عدم التبليغ عن التلوث، وذلك في إطار سياسة وطنية تروم حماية الموارد المائية من التدهور.
