2026AnkaraAile ve Sosyal Hizmetler Bakanlığı ev sahipliğinde, "Çocukların Dijital Ortamlarda Korunmasına İlişkin Uluslararası Politika ve Uygulama Paylaşımı" programında, 17 ülkeden üst düzey temsilci, çocukların dijital güvenliği için atılacak ortak adımlar ve küresel işbirliği imkanlarını değerlendirecek. Bakanlıktan yapılan açıklamaya göre, Bakanlık, dijital mecralarda çocukların korunmasına yönelik uluslararası deneyim ve politika paylaşımı sağlamak amacıyla çalışmalarını sürdürüyor. Bu kapsamda Bakanlık ev sahipliğinde, UNICEF ve Birleşmiş Milletler (BM) Genel Sekreteri Çocuklara Yönelik Şiddet Özel Temsilciliği işbirliğiyle, "Çocukların Dijital Ortamlarda Korunmasına İlişkin Uluslararası Politika ve Uygulama Paylaşımı" programı gerçekleştirilecek. 21-22 Nisan'da düzenlenecek programa, 11'i bakan düzeyinde olmak üzere 17 ülkeden temsilci, 30 ülkenin büyükelçileri ve küresel teknoloji devleri katılım sağlayacak. Programın Üst Düzey Açılış Oturumu'nun, Cumhurbaşkanı Recep Tayyip Erdoğan'ın eşi Emine Erdoğan'ın ve Aile ve Sosyal Hizmetler Bakanı Mahinur Özdemir Göktaş'ın katılımıyla gerçekleştirilmesi planlanıyor. Oturumda ayrıca Özbekistan Ulusal Sosyal Koruma Ajansı Birinci Başkan Yardımcısı Shakhnoza Shavkatovna Mirziyoyeva, UNICEF Avrupa ve Orta Asya Bölge Direktörü Regina De Dominicis ve BM Genel Sekreterinin Çocuklara Karşı Şiddet Özel Temsilcisi Dr. Najat Maalla M'jid de konuşma yapacak. Çocukların dijital ortamlarda korunmasına yönelik önleme politikaları ve dijital okuryazarlığın ele alınacağı teknik panellerde, TBMM Dijital Mecralar Komisyonu temsilcileri ile Azerbaycan, Bulgaristan, Güney Afrika, Gana ve Mısır'dan üst düzey isimler yer alacak. Sorumlu teknoloji yönetişimi ve küresel uygulamaların tartışılacağı oturumlarda ise Microsoft, Meta ve Google gibi küresel teknoloji devleri ile Cumhurbaşkanlığı İletişim Başkanlığı, Siber Güvenlik Başkanlığı, Bilgi Teknolojileri ve İletişim Kurumu (BTK) ve Türkiye Teknoloji Takımı Vakfı (T3 Vakfı) temsilcileri görüşlerini paylaşacak. Öte yandan düzenlenecek özel oturumda, farklı ülkelerden katılan çocuklar ve gençler, dijital ortamlardaki deneyimlerini ve çözüm önerilerini aktaracak. Zirve kapsamında Türkiye'nin çocukları dijital risklerden korumaya yönelik hazırladığı "Dijital Dünyada Çocukların Güçlendirilmesine Yönelik Eylem Planı (2026–2030)" katılımcı ülkelerle paylaşılacak. Bakanlığın hayata geçirdiği "Çocuklar Güvende" web sitesi ve mobil uygulaması üzerinden sunulan anlık bildirim mekanizmaları ile dijital riskler ve güvenli çevrim içi davranışlara karşı geliştirilen çözümler, model uygulama olarak sunulacak. Sosyal ağ sağlayıcıları ve oyun platformlarına yönelik yeni yükümlülükler öngören yasal düzenleme çalışmaları da teknik oturumların önemli gündem maddesini oluşturacak. Bakanlar düzeyinde gerçekleştirilecek yuvarlak masa toplantılarında, çocukların korunması ve güçlendirilmesine yönelik bütüncül politikalar, iyi uygulama örnekleri ve uluslararası işbirliği imkanları değerlendirilecek. İlgili bakanların konuşma yapacağı toplantıların ardından, özel sektörün sorumlulukları ve çocukların dijital katılımı başlıkları altında teknik oturumlar düzenlenecek. İki gün sürecek programda çocuklar için daha güvenli dijital alanların oluşturulmasına yönelik öncelik alanları ve çözüm yollarını içeren sonuç bildirgesi paylaşılacak.
