Burada konuşan Gürlek, uyuşturucuyla mücadelede en ağır cezaların Türkiye'de verildiğini belirtti. Uyuşturucu ile mücadelede ıslah konusunda önemli çalışmaların olduğunu belirten Gürlek, uyuşturucudan hüküm alan kişinin denetimli serbestliğe ayrılmadan önce cezaevinde ıslah çalışmalarına başlandığını ifade etti. Konuya ilişkin örnek cezaevi kurduklarını belirten Gürlek, "Artık burada tedavi olacak, rehabilite olacak, testler verecek. Yani idari gözlem kurulu şartlı salıvermesine karar verecek." ifadelerini kullandı. Gençlerin ve çocukların sanal bahis, uyuşturucu, sanal kumar konusunda bir bataklığa düştüğünü belirten Gürlek, "Türkiye'de özellikle sıkıntı, maalesef yasa dışı bahis oynayan bakımından suç değil. Oynatan, aracılık eden, havale eden, banka hesabı gönderen, bunlar suç. Ama yasa dışı bahis oynayana suç değil. Bunun suç olması konusunda bir düzenleme çalışması yapıyoruz." değerlendirmesinde bulundu. Yargının hızlandırılması konusunda "hedef süre"nin önemini vurgulayan Gürlek, hedef sürede hakim ve savcıların dosyalarını bitirememeleri durumunda HSK'nın gereğini yapacağını ifade etti.
