MTTB'nin sadece söz üretmeyip aynı zamanda istikamet tayin ettiğini belirten Gürlek, "Bu çatı altında yetişen kadrolar Türkiye'nin kaderine yön vermiştir ve o kadroların en müstesna temsilcilerinden biri de aramızda bulunan Sayın İsmail Kahramandır. Kendisine sadece bir siyaset büyüğü olarak değil, bir istikamet ve bir dava hafızası olarak hürmetlerimi arz ediyorum." dedi. Siyasetin millete rağmen değil, milletle birlikte yürüme iradesi olduğunu dile getiren Gürlek, yapılabilecek tüm tanımlamaların ötesinde siyasetin en güvenli limanının ahlak olduğunu vurguladı. Gürlek, Türkiye'nin yakın tarihinin siyasi mücadele serüvenleriyle dolu olduğuna değinerek, "Yakın siyasi tarihimizde birçok trajediler vuku bulmuş, demokrasimiz ciddi rahatsızlıklar yaşamış, siyaset kültürümüz olgunlaşmaya bile fırsat vermeden yaratılan krizlerle karanlık dehlizlere doğru itilmiştir. Her defasında millet inancını korumaya devam etmiş, sabırla ve vakur bir şekilde siyasetin en önemli çıkış yolu sandıkta millet üzerine kurulu oyunları bozmayı becermiştir." ifadelerini kullandı. Türk milletinin sağduyulu ve sabırlı duruşunun 1980 darbesinin cuntacı vesayetinin kısa zamanda bertaraf edilmesini sağladığını anlatan Gürlek, 1983 seçimleriyle demokratik alanın milletin iradesiyle yeni bir nefes aldığını ancak vesayetçi sistemin diğer enstrümanlarının boş durmadığını söyledi. Bakan Gürlek, 28 Şubat sürecine de değinerek, sözlerini şöyle sürdürdü: "Cuntacıların '28 Şubat bin yıl sürecek' sözü Türk siyasi hayatına sürülmüş karanlık bir lekedir. Dönemin cuntacı anlayışı ile bu millete dayatılan 1982 Anayasası demokratik hayatımız, toplumsal huzurumuz ve gelişen Türkiye için şartları zorlaştıran, hukuki görünümlü vesayet olarak ortaya çıkmaktadır. 1990'lı yıllara geldiğimizde Türk siyasi tarihinin kaderini değiştirecek liderin mücadelesinin azmine şahit olmaya başlıyoruz. Bu yıllarda siyaset sahnemizin en önemli ismi hiç kuşkusuz Sayın Cumhurbaşkanımız Recep Tayyip Erdoğan yeni bir dil, yeni bir üslup ve yeni bir umutla milletin gönlünde yeşermeye başlıyor. İstanbul'da başlayan o yürüyüş sıradan bir belediye hikayesi değil, o gün atılan adım yıllarca bastırılmış bir iradenin, yıllarca ötelenmiş bir özgüvenin, senelerce sesi kısılmış bir milletin yeniden şahlanışıdır. 'Sessiz çoğunluğun sesiyiz' haykırışıdır." AK Parti'nin 2002 yılında milletin engin öngörüsüyle iktidara, akabinde Cumhurbaşkanı Erdoğan'ın göreve geldiğini aktaran Gürlek, "Bu cesaret ve gönül mücadelesi, bu millet aşkı birçok evde, birçok ailede, birçok bireyde gözyaşının umutlara karıştığı o kutlu millet iradesinin var olma savaşıdır. Tehditler hiç bitmemiştir ve bitmeyecektir. Recep Tayyip Erdoğan'ın 'Biz bu yola kefenimizle çıktık.' sözü öyle klişe bir siyasi cümle değildir." diye konuştu. Gürlek, 27 Nisan "e-muhtırası", Gezi Parkı olayları ve 15 Temmuz darbe girişimine de değinerek "Artık bu ülkede herkes şunu çok iyi bilmektedir. Bu millete hiçbir sinsi hesap kurulamaz. Bu milletin rızası hilafına hiçbir düzen inşa edilemez." dedi. Gençlere seslenerek "Siyasette muktedir olamıyorsanız ideallerinizi yansıtmanız mümkün değildir." diyen Gürlek, "Türkiye'nin kaderi, vesayet sistemimizin kalıntılarını bu ülkeden süpürüp atmakla değişti. Türkiye'nin kaderini değiştirmek aslında dünyanın ve bölgenin kaderini değiştirmekle aynı anlama gelmektedir." ifadelerini kullandı. Bakan Gürlek, Türkiye'nin yeni oyun düzeninde hak ettiği yere ulaşmak için en hızlı şekilde hareket ettiğinin altını çizerek, "Türkiye emir alan değil emir veren, kurulu oyun düzeninde pasif bir aktör değil kendi milli çıkarları için oyun kuran, içine kapanık halinden çıkarak dünyanın her yerinde konulara müdahale edebilen, fikren ve fiziken güçlü bir konuma gelmiştir." değerlendirmesini yaptı. Gazze'deki ve Türkiye'nin yakın coğrafyasındaki zulüm düzeninin, "Güçlü olmayanın adaleti olmaz." hususunu gösterdiğini ifade eden Gürlek, "Sözde en demokratik ülke olmakla ahkam kesen merkezlerin, çıkarları uğruna insanlık değerlerini ne kadar alaşağı ettiklerine maalesef şahit oluyoruz. Uluslararası kuruluşların insanlık onuruna yapılan saldırılara karşı verdikleri sınavlarda ne kadar başarısız olduklarını görüyoruz." dedi. Gürlek, ülkelerin siyaset mekanizmalarının lider üretme sıkıntısı yaşamasının, bugün dünyada konuşulan en önemli sorunlarından biri olduğuna işaret ederek, Cumhurbaşkanı Erdoğan'ın siyaset ve devlet adamlığının Türkiye'nin bu süreçte en büyük şansı olduğunu söyledi. Yıllarca bürokrat olarak hizmet ettiği Türkiye Cumhuriyeti'ne bugün Adalet Bakanı olarak hizmet etmenin sorumluluğunu taşıdığını dile getiren Gürlek, "Adalet Bakanı olarak misyonumuz hukukun üstünlüğünü esas alan, gecikmeyen ve erişebilir bir adalet sistemini tesis etmek, vatandaşlarımızın hak arama özgürlüğünü en güçlü şekilde teminat altına almaktır." dedi. Gürlek, gelecek dönemde yarının Türkiye'sini şekillendirecek meselelere ilişkin iki büyük hedefi olduğunu belirterek, "Birincisi terörden arındırılmış, güvenli ve huzurlu bir Türkiye idealidir. Terör sadece bir ülkenin canına kasteden bir tehdit değildir, aynı zamanda demokrasiyi zayıflatan, kalkınmayı sekteye uğratan, hukuk vesayetini baskı altına almayı hedefleyen ve siyasi hayatımız üzerinde kurulacak vesayetlere zemin hazırlayan çok büyük bir tehdittir." ifadelerini kullandı. Adalet Bakanı Gürlek, vesayet ve cuntacı anlayışa atıfta bulunan, onun izlerini taşıyan, yamalı bohçaya dönen 1982 Anayasası'nı artık gündemden çıkarmaları, çağa ve geleceğe ışık tutan, yol gösteren yeni bir anayasayı el birliğiyle millete hediye etmeleri gerektiğini vurgulayarak, "Anayasa bir devletin sadece yönetim çerçevesi değil, aynı zamanda millet ve devlet arasındaki hukuki ve ahlaki sözleşmeyi ifade eder. Bugün geldiğimiz noktada ulusal güvenlik tehditleri, toplumsal barış, değişen dünya şartları, gelişen toplum yapısı, artan hak ve özgürlük talepleri karşısında mevcut anayasamız maalesef yetersiz kalmaktadır. Yeni bir anayasa zorunluluktur." şeklinde konuştu. İÜ Rektörü Prof. Dr. Osman Bülent Zülfikar ile MTTB Genel Başkanı Tahsin Başarı'nın da birer konuşma yaptığı programa, Eski TBMM Başkanı İsmail Kahraman, Birlik Vakfı Kurucular Kurulu Başkanı Yaşar Karayel, bazı milletvekilleri, vali yardımcıları, hakimler ve öğrenciler katıldı.
