gazetesinin haberine göre, ABD Dışişleri Bakanlığı, yurt dışı misyonlarına bir not gönderdi. Notta, Bakanlık, ABD liderliğinde, Hürmüz Boğazı'ndaki kısıtlamalar dolayısıyla gemilerin bölgeden geçişini sağlayacak yeni bir uluslararası koalisyon kurulması ve diğer ülkelerin de bu koalisyona katılmasını istedi. Olası koalisyonun bilgi paylaşımı yapacağı, diplomatik olarak koordinasyon sağlayacağı ve olası yaptırımları uygulayacağı belirtilen notta, "Katılımınız, seyrüsefer özgürlüğünü yeniden tesis etme ve küresel ekonomiyi koruma konusundaki kolektif yeteneğimizi güçlendirecektir." ifadesine yer verildi. ABD ile İran arasında 8 Nisan'da varılan ateşkes anlaşması sonrasında Pakistan arabuluculuğunda yapılan görüşmelerden sonuç çıkmayınca ABD Başkanı Donald Trump, 13 Nisan'da İran'a "deniz ablukası" uygulama kararı almış ve Hürmüz Boğazı'na giriş yapan ve çıkan İran bağlantılı gemilere müdahale etmeye başlamıştı.
