Orta Doğu kaynaklı krizde ekonomilerini destekleyebilmesini sağlamak amacıyla geçici bir devlet yardımı çerçevesi kabul edildiğini açıkladı. Açıklamada, Orta Doğu Krizi Geçici Devlet Yardımı Çerçevesi'nin (METSAF), tarım, balıkçılık, ulaştırma ve enerji yoğun sektörlerde faaliyet gösteren şirketlere yönelik hedefli ve geçici destek mekanizması olarak uygulanacağı belirtildi. Düzenlemenin 31 Aralık 2026'ya kadar yürürlükte kalacağı bildirilen açıklamada, yeni çerçeve kapsamında üye ülkelerin, tarım, balıkçılık, kara taşımacılığı (kara yolu, demir yolu ve iç su yolları) ile AB içi kısa mesafe deniz taşımacılığı sektörlerinde faaliyet gösteren şirketlerin kriz nedeniyle artan yakıt ve gübre maliyetlerinin yüzde 70'ine kadarını karşılayabileceği ifade edildi. Açıklamada, küçük tutarlı yardımlar için basitleştirilmiş yöntem uygulanacağına işaret edilerek, üye ülkelerin şirketlerin faaliyet büyüklüğü, sektör genelindeki yakıt tüketimi tahmini veya benzeri kriterlere göre destek miktarını belirleyebilecekleri ve yararlanıcılara 50 bin avroya kadar destek verilebilecekleri kaydedildi. Enerji yoğun sektörler için de mevcut Temiz Sanayi Mutabakatı Devlet Yardımı Çerçevesi'nde geçici değişikliğe gidildiğine işaret edilen açıklamada, uygun şirketler için elektrik maliyetlerine yönelik yardım oranının yüzde 50'den yüzde 70'e kadar çıkarılabileceği belirtildi. Bu arada, Avrupa firmaları yüksek enerji maliyetleri nedeniyle sıkıntı yaşıyor. Avrupa'da, Orta Doğu'daki çatışma ve Hürmüz Boğazı'ndan sevkiyatların yapılamaması nedeniyle petrol ve doğal gaz fiyatları hızla arttı. Gübre fiyatlarının da hızla yükseldiği Avrupa'da, jet yakıtı fiyatları geçen yıldan bu yana iki katından fazla artış gösterdi. Öte yandan, AB üyesi ülkelerin kamu desteklemelerini ne şekilde sağlayacaklarını belirleme yetkisi AB Komisyonunun görev alanına giriyor. AB ülkeleri, normal şartlarda kamu desteklemelerini sadece rekabete zarar vermeyecek şekilde ve kamu yararına uygun durumlarda kullanabiliyor.
