medya platformu hesabından yaptığı açıklamada, bu sabah Çin'in ekonomik ilişkilerden sorumlu Başbakan Yardımcısı Hı Lifıng ile ekonomi ve ticaret müzakereleri için bir araya geldiklerini duyurdu. Başkan Trump'ın bugün Çin'e yapacağı ziyaret öncesinde yapılan görüşmenin "hem samimi hem kapsamlı" olduğunu ifade eden Bessent, Çin tarafına, yakın zaman önce yapılan bazı sınır ötesi düzenlemelerin küresel tedarik zincirlerini olumsuz etkilediğini, bu adımları "provokatif" olarak gördüklerini aktardığını belirtti. Çin basınındaki haberlerde, iki ülke heyetlerinin bu sabah Seul'de, Incheon Uluslararası Havalimanı'nda görüştüğü aktarıldı. Pekin yönetimi görüşmeye ilişkin henüz açıklama yapmadı. Tarafların geçen yıl karşılıklı gümrük tarife artışlarıyla tırmanan ticaret gerilimi ve diğer ekonomik anlaşmazlıkların çözümü için yürüttüğü müzakerelerin yeni turu, Trump'ın Çin ziyaretinin hemen öncesinde yapılıyor. ABD ile Çin arasındaki ilişkiler, Trump'ın ikinci iktidar döneminde bir tarafta Washington yönetiminin tarife artışları ve teknoloji alanındaki kısıtlamaları diğer tarafta Çin'in küresel tedarikin büyük bölümünü karşıladığı nadir toprak elementlerinin kontrolüne yönelik attığı adımlarla genişleyen bir dizi anlaşmazlıkta düğümlenmişti. İki ülke heyetleri, müzakereler yürütmek üzere geçen yıl mayısta İsviçre'nin Cenevre kentinde, haziranda İngiltere'nin başkenti Londra'da, temmuzda İsveç'in başkenti Stockholm'de, eylülde İspanya'nın başkenti Madrid'de, ekimde Malezya'nın başkenti Kuala Lumpur'da ve bu yıl martta Fransa'nın başkenti Paris'te bir araya gelmişti. Müzakerelerde karşılıklı tarife artışlarını 90 günlük periyotlarla iki kez askıya alan taraflar, beşinci tur müzakerelerin sonunda ekonomik anlaşmazlıkların çözümüne dair geçici mutabakat çerçevesi üzerinde uzlaşmaya vardıklarını duyurmuştu. ABD Başkanı Donald Trump ile Çin Devlet Başkanı Şi Cinping'in 30 Ekim 2025'te Güney Kore'nin Busan şehrinde yaptığı görüşmenin ardından verilen olumlu mesajlarla taraflar anlaşmazlık konularında geçici uzlaşmaya varmıştı. Görüşmede, iki ülke, "karşılıklı tarifeler" kapsamında birbirlerine getirdikleri yüzde 24 ek tarifeyi 10 Kasım'dan itibaren bir yıl erteleme konusunda anlaştıklarını duyurmuştu. Çin tarafı, fentanil ve öncül maddelerinin ihracatının kontrolü konusunda gerekli adımları atmayı taahhüt ederken, ABD tarafı da bu alandaki tedbirlerinin yetersizliği gerekçesiyle Çin'e getirilen yüzde 20 ek gümrük tarifesini yüzde 10'a düşüreceğini bildirmişti. Washington yönetimi 29 Eylül’de, ihracat kontrolü uyguladığı varlık listesindeki yabancı şirketlerin yüzde 50’yi aşan pay sahibi olduğu ortaklıkları da kapsayan kuralın yürürlüğe girmesini bir yıl ertelemiş, buna karşılık Çin tarafı da nadir toprak elementlerinin ihracatının kontrolüne ilişkin 9 Ekim’de aldığı tedbirlerin uygulanmasını bir yıl ertelemeyi kabul etmişti. ABD, Çin'in denizcilik, lojistik ve gemicilik sektörlerine başlattığı 301. madde soruşturması sonunda, ülkesinin limanlarını kullanan Çin gemilerine ton başına ek liman ücreti getirilmesine ilişkin kararı, Çin de buna misilleme olarak aldığı tedbirleri bir yıl erteleyeceğini duyurmuştu.
