Rusya artan petrol fiyatlarından yeni gelir elde ediyor ve ABD'nin İskandinav ve Baltık ülkelerine silah teslimatlarında Avrupa için gecikmeler yaşanıyor." diye konuştu. Kallas, AB ülkelerinin dışişleri bakanlarının İran'a yönelik deniz taşımacılığı kısıtlamaları nedeniyle yaptırımların genişletilmesi konusunda uzlaştığını belirtti. Avrupa'nın deniz operasyonlarının enerji ve ticaret akışlarının yeniden sağlanmasında daha fazla rol oynayabileceğini vurgulayan Kallas, İran'ın nükleer ve füze programları ile bölgedeki silahlı gruplara verdiği desteğin de gündemde tutulması gerektiğinin altını çizdi. Kallas, Ukrayna'ya verilen desteğin sürdüğünü belirterek AB'nin mali yardımlar ve yaptırımlar yoluyla Kiev'in yanında olmaya devam edeceğini ifade etti. Rusya'nın savaş hedeflerine ulaşmakta zorlandığını dile getiren Kallas, Moskova'nın uzun vadede Avrupa için tehdit oluşturmaya devam ettiğini ve hibrit saldırıların arttığını söyledi. "Putin'in bir noktada NATO'yu test etmeye cesaret edip etmeyeceği tamamen bize bağlı. Caydırıcılık, inandırıcıysa işe yarar, zayıflık göstermek sadece saldırganlığı teşvik eder. Ülkemizi güvende tutmak istiyorsak Avrupa savunma hazırlığını güçlendirmeye devam etmeliyiz. Bu da savunma harcamalarını artırmak, kapasite açıklarını kapatmak ve Avrupa savunma üretimini büyütmek anlamına geliyor."
