oluşturduğunu belirtti. Ramazan Bayramı’nda uzun tatil olmasına rağmen okulların açık olması nedeniyle seyahat yoğunluğunun beklenen seviyeye ulaşmadığını aktaran Özcan, "Bu Kurban Bayramı'nda bütün listelerimiz dolu, ek seferlerin satışına başladık. Ulaştırma Bakanlığına teşekkür ediyorum. 15 Mayıs ile 2 Haziran arası bize ek sefer müsaadesi verdi." dedi. Özcan, geçen bayramda sefer sayılarının 1200-1300 seviyelerini bulamadığını kaydeden Özcan, "Bu bayramda 1800 seviyelerini bulma umudu içindeyiz. Bu bayram sektöre nefes aldıracak. Yaz sezonu geliyor. Bu yaz sezonundan dolayı da işler açılacak. Çünkü millet kış boyunca kapalı evlerde kaldığı için artık sıkıldı. Memleketlerine, köylerine ve tatillerine gidecekler." ifadelerini kullandı. Bayram öncesi bilet fiyatlarına zam yapıldığı yönündeki iddiaların vatandaşlar tarafından yanlış anlaşıldığını belirten Özcan, şöyle devam etti: "Diyelim ki İstanbul-Ankara hattına 1000 lira fiyat alındıysa, firma bunun yüzde 30 aşağısına bilet kesebilir ama üstüne çıkamaz. Yolcu yoğunluğu az olduğunda 700 liraya satılan bilet, yoğunluk olunca 800-900 liraya çıkınca vatandaş zam yapıldı sanıyor. Halbuki ana fiyat zaten 1000 lira. Eğer firma belirlenen fiyatın üstüne çıkarsa Ulaştırma Bakanlığı ciddi ceza yazar. Bu bayramda da günü dolan firmalar Ulaştırma Bakanlığına müracaat edip fiyat teklifi aldı. Ulaştırma Bakanı'na da teşekkür ediyoruz. Yüzde 30 zam verdi. 1000 liraya giden Ankara yolcusu bundan sonra 1300 liraya gidecek. Bu yüzde 30'luk artış 3 ayda bir alınan fiyat tarifesidir, bayramla ilgisi yoktur." Özcan, korsan taşımacılık konusunda da vatandaşları uyararak, yolcuların otogarlardaki belgeli firmalardan bilet alması gerektiğini söyledi. Bazı kişilerin kahvehane veya farklı noktalardan korsan taşımacılık yaptığına dikkati çeken Özcan, "Tek şoförle gidiyorlar, minibüslerle taşımacılık yapıyorlar. Kazaların önemli kısmı bunlardan kaynaklanıyor." diye konuştu. Emniyet ve jandarma ekiplerinin denetimleri artırmasını istediklerini dile getiren Özcan, trafik kontrollerinde şoförlerin SRC belgeleri ile taşıma evraklarının incelenmesinin yanı sıra "T1 belgeli" otobüslerin belirlenen güzergah dışına çıkmamasının takip edilmesi gerektiğini kaydetti. Çevrim içi bilet satış platformlarının yüksek komisyon oranlarının da sektörü zorladığına işaret eden Özcan, geçmişte yazıhanelerin yüzde 20 komisyonla kira, personel ve işletme giderlerini karşılayabildiğini anlattı. Özcan, çevrim içi sistemlerde yüzde 10-15 arasında komisyon alındığını aktararak, "Bir telefondan bilet satılıyor ama büyük komisyon kesiliyor. Yazıhaneler bu yüzden kapanıyor." dedi. Çevrim içi bilet sistemine yönelik düzenleme yapılması gerektiğini savunan Özcan, komisyon oranlarının yüzde 5-6 seviyelerine çekilmesinin sektör açısından daha sürdürülebilir olacağını kaydetti. Özcan, 23.00 ile 06.00 saatleri arasında otobüslerin Fatih Sultan Mehmet Köprüsü’nü kullanmasına izin verilmesini talep ettiklerini belirterek, Yavuz Sultan Selim Köprüsü’nü kullanmak zorunda kalan araçların günde yüzlerce kilometre fazla yol yaptığını kaydetti. Anadolu Yakası’nda büyük bir otogar ihtiyacı bulunduğunun altını çizen Özcan, Esenler'deki Büyük İstanbul Otogarı'nda servis sisteminin yeniden düzenlenmesi gerektiğini vurguladı. İstanbul Büyükşehir Belediyesi (İBB) Ulaşım Koordinasyon Merkezi'nden servislerin kaldırılması yönünde taleplerini ilettiklerini aktaran Özcan, raylı sistemin bulunduğu bölgede ortak toplu taşıma modeline geçilmesini önerdiklerini anlattı. Havalimanlarındaki "HAVAİST" benzeri bir sistem önerdiklerini kaydeden Özcan, yolcuların ilçelerdeki toplama merkezlerinden taşınabileceğini ancak tüm firmaların ortak karar almaması nedeniyle sistemin uygulanamadığını sözlerine ekledi.
