Emergency services were called to City Hall in Lviv, in the country's west, about 8.25pm on Tuesday following reports a man had fallen from the observation deck. The 42-year-old Australian plunged about 65 metres and was sadly declared dead at the scene. 'A farewell note was found on the observation deck,' a statement from Lviv City Council said. 'In it, the foreigner apologised for the upcoming mess and urged not to blame anyone for what he did.' Police attended the scene to interview witnesses.
