eşliğinde Ramallah’ın doğusundaki Mugayyir köyünü ziyaret etti. Burada açıklamalarda bulunan Stutzmann, Filistin topraklarını gasbeden İsraillilerin Batı Şeria’daki Filistinlilere saldırılarını "alarm" şeklinde değerlendirdiklerini belirterek, "Ne yazık ki bu olayların yaşanmasını engelleyemedik ancak tekrar etmemesini sağlamak için çalışabiliriz." ifadelerini kullandı. AB’nin, Filistin topraklarını gasbeden İsraillilerin saldırılarının artmasını sınırlamaya yönelik çabalar kapsamında yardım programının başlatılması dahil "kararlı siyasi tedbirleri" değerlendirdiğini belirten Stutzmann, söz konusu programın sahada görev yapacak gönüllü gruplar aracılığıyla Filistinlilere koruma sağlanmasını ve güvenliklerini güçlendirecek entegre bir sistem kurulmasını öngördüğünü ifade etti. Bu adımın, Filistin topraklarını gasbeden İsraillilerin saldırılarını durdurmak ve Filistinli sivillere koruma sağlamak için uluslararası çağrıların arttığı bir dönemde geldiği kaydedildi. Filistin Sağlık Bakanlığı 21 Nisan’da yaptığı açıklamada, İsraillilerin Ramallah’ın doğusundaki Mugayyir köyünde bir okula düzenlediği silahlı saldırıda, 14 yaşındaki öğrenci Evs Hamdi el-Naasan ile 32 yaşındaki Cihad Merzuk Ebu Naim'in yaşamını yitirdiğini duyurmuştu. İsrail ordusu ile Filistin topraklarını gasbeden İsrailliler, Batı Şeria'da neredeyse her gün Filistinlilere ve mülklerine yönelik saldırılar gerçekleştiriyor. Filistin resmi verilerine göre, Batı Şeria'da Ekim 2023'ten beri Filistin topraklarını gasbeden İsrailliler ile İsrail ordusunun saldırılarında ciddi artış yaşanıyor.
